Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. As the author states in the preface, “having found my own unifying way of looking at issues as diverse as competition and the two-party system, divorce and the American character, black power and the failure of ‘unhappy’ top officials to resign over Vietnam, I decided to let myself go a little.”

The nineteenth-century invention of the Devil’s Wall was evidence of rising ethnic tensions. In interwar Czechoslovakia, Sudeten German nationalists conceived a radical mission to try to restore German influence across the region. Mark Cornwall tells the story of Heinz Rutha, an internationally recognized figure in his day, who was the pioneer of a youth movement that emphasized male bonding in its quest to reassert German dominance over Czech space. Through a narrative that unravels the threads of Rutha’s own repressed sexuality, Cornwall shows how Czech authorities misinterpreted Rutha’s mission as sexual deviance and in 1937 charged him with corrupting adolescents. The resulting scandal led to Rutha’s imprisonment, suicide, and excommunication from the nationalist cause he had devoted his life to furthering. Cornwall is the first historian to tackle the long-taboo subject of how youth, homosexuality, and nationalism intersected in a fascist environment. The Devil’s Wall also challenges the notion that all Sudeten German nationalists were Nazis, and supplies a fresh explanation for Britain’s appeasement of Hitler, showing why the British might justifiably have supported the 1930s Sudeten German cause. In this wide-ranging study, John Perry examines the roots of our thinking on religion and politics, placing the early-modern founders of liberalism in conversation with today's theologians and political philosophers. From the story of Antigone to debates about homosexuality and bans on religious attire, it is clear that liberalism's promise to solve all theo-political conflict is a false hope. The philosophy connecting John Locke to John Rawls seeks a world free of tragic dilemmas, where there can be no Antigones. Perry rejects this as an illusion. Disputes like the culture wars cannot be adequately comprehended as border encroachments presided over by an impartial judge. Instead, theo-political conflict must be considered a contest of loyalties within each citizen and believer. Drawing on critics of Rawls ranging from Michael Sandel to Stanley Hauerwas, Perry identifies what he calls a 'turn to loyalty' by those who recognize the inadequacy of our usual thinking on the public place of religion. The Pretenses of Loyalty offers groundbreaking analysis of the overlooked early work of Locke, where liberalism's founder himself opposed toleration. Perry discovers that Locke made a turn to loyalty analogous to that of today's communitarian critics. Liberal toleration is thus more sophisticated, more theologically subtle, and ultimately more problematic than has been supposed. It demands not only governmental neutrality (as Rawls believed) but also a reworked political theology. Yet this must remain under suspicion for Christians because it places religion in the service of the state. Perry concludes by suggesting where we might turn next, looking beyond our usual boundaries to possibilities obscured by the liberalism we have inherited.

Author Christopher Phillips describes how the Civil War experience in the border states served to form new loyalties and communities of identity that both deeply divided these states and distorted the meaning of the war for postwar generations.

Book excerpt: At the dawn of the Atomic Age, Americans encountered troubling new questions brought about by the nuclear revolution: In a representative democracy, who is responsible for national public safety? How do citizens imagine themselves as members of the national collective when faced with the priority of individual survival? What do nuclear weapons mean for transparency and accountability in government? What role should scientific experts occupy within a democratic government? Nuclear weapons created a new arena for debating individual and collective rights. In turn, they threatened to destabilize the very basis of American citizenship. As Sarah E. Robey shows in Atomic Americans, people negotiated the contours of nuclear citizenship through overlapping public discussions about survival. Policymakers and citizens disagreed about the scale of civil defense programs and other public safety measures. As the public learned more about the dangers of nuclear fallout, critics articulated concerns about whether the federal government was operating in its citizens' best interests. By the early 1960s, a significant antinuclear movement had emerged, which ultimately contributed to the 1963 nuclear testing ban. Book excerpt: The book explores the politics of immigration in Australia through an in-depth study of the ‘new generation’ of young Korean migrants in Melbourne. States with high rates of immigration such as Australia can largely determine who enter their societies, but some migrants, such as younger Koreans, can determine how and where they live due to desirable attributes such as their skills, education, and adaptability. The book uses Albert Hirschman’s ‘exit, voice, and loyalty’ schema to explore the choices available to such new and would-be citizens, especially when faced with economic, social, and/or political decline in their host society. Through in-depth interviews, the book explores if young Koreans were most attracted to the options of staying in Australia (loyalty), changing it from within (voice), or leaving (exit). The most common experience among younger Koreans, the book finds, is loyalty: most respondents express satisfaction with their lives in Australia and want to make it their home. These findings reveal how a particular group of migrants negotiates their citizenship with a would-be host society. By extension, the book illustrates the range and degree of strategies available to other migrants and would-be migrants, and how they might secure their livelihoods and well-being at a time of greater restrictions on international migration. This book will be of interest to scholars of multiculturalism and immigration history in Australia, citizenship and migration, and Korean studies.
