En este marco, fueron relevados sus orígenes, fundamentos y variantes, especialmente la reforma constitucional del año 1994 que impactó de manera considerable en esta materia, puesto que se reconoció a las provincias el dominio originario de los recursos naturales existentes en sus territorios, como también se incorporó la cláusula ambiental que implicó un cambio cualitativo en la temática. La situación descrita pone en evidencia la necesidad de repensar el Sistema Nacional de Áreas Protegidas a la luz de los nuevos mandatos constitucionales, de forma tal de zanjar la constante problemática que se da en cuestiones de competencia entre ambas jurisdicciones. Desde dicho contexto, este trabajo aspira a edificar un nuevo modelo, con el aporte de la perspectiva del derecho comparado, que resulte eficaz y compatible con la nueva arquitectura constitucional.

Each chapter is written to a common outline and addresses the history of park preservation in that country, the natural values associated with parks and preserves, and the legal and administrative structures charged with park protection. Of the 27 chapters that follow, 24 deal comprehensively with the parks and reserves of a single nation and one treats the nine nations of French-speaking west Africa.
