Book excerpt: In republican Colombia, salt became an important source of revenue not just to individuals, but to the state, which levied taxes on it and in some cases controlled and profited from its production. The salt trade consistently accounted for roughly 10 percent of government income. In the town of La Salina de Chita, in Boyaca province, thermal springs offered vast amounts of salt, and its procurement and distribution was placed under the jurisdiction of the Ministry of Finance. Focusing his study on La Salina, Joshua M. Rosenthal presents a fascinating glimpse into the workings of the early Colombian state, its institutions, and their interactions with local citizens during this formative period. Although historians have cited the state's weakness and, in many cases, its absence in local affairs, Rosenthal counters these assumptions by documenting the primary role the state held in administering contracts, inspections, land rights, labor, and trade in La Salina, contending that this was not an isolated incident. He also uncovers the frequent interaction between the state and local residents, who used the state's liberal rhetoric to gain personal economic advantage. Seen through the lens of the administration of La Salina's saltworks, Rosenthal provides a firsthand account of the role of local institutions and fiscal management in the larger process of state building. His study offers new perspectives on the complex network of republican Colombia's political culture and its involvement in provincial life across the nation.

Book excerpt: Since independence from Spain, a trope has remained pervasive in Latin America’s republican imaginary: that of an endless antagonism pitting civilization against barbarism as irreconcilable poles within which a nation’s life unfolds. This book apprehends that trope not just as the phantasmatic projection of postcolonial elites fearful of the popular sectors but also as a symptom of a stubborn historical predicament: the cyclical insistence with which the subaltern populations menacingly return to the nation’s public spaces in the form of crowds. Focused on Venezuela but relevant to the rest of Latin America, and drawing on a rich theoretical literature including authors like Derrida, Foucault, Lacoue-Labarthe, Nancy, Lyotard, Laclau, Taussig, and others, Dancing Jacobins is a genealogical investigation of the intrinsically populist “monumental governmentality” that in response to this predicament began to take shape in that nation at the time of independence. Informed by a Bolivarian political theology, the nation’s representatives, or “dancing Jacobins,” recursively draw on the repertoire of busts, portraits, and equestrian statues of national heroes scattered across Venezuela in a montage of monuments and dancing—or universal and particular. They monumentalize themselves on the stage of the polity as a ponderously statuesque yet occasionally riotous reflection of the nation’s general will. To this day, the nervous oscillation between crowds and peoplehood intrinsic to this form of government has inflected the republic’s institutions and constructs, from the sovereign “people” to the nation’s heroic imaginary, its constitutional texts, representative figures, parliamentary structures, and, not least, its army. Through this movement of collection and dispersion, these institutions are at all times haunted and imbued from within by the crowds they otherwise set out to mold, enframe, and address.

In recent decades Argentina has witnessed a revival of serious film study, some of which has focused on the nation's classical movies and, in one case, on Peronism. None of this work has been translated into English, however.This is the first English-language book that offers an extensive assessment of Argentine cinema during first Peronism. It is also the first study in any language that concentrates systematically on the evolution of social attitudes reflected in Argentine movies throughout those years and that assesses the period's impact on subsequent filmmaking activity. By analyzing popular Argentine movies from this time through the prism of myth-second-order communication systems that present historically developed customs and attitudes as natural-the book traces the filmic construction of gender, criminality, race, the family, sports, and the military. It identifies in movies the development and evolution of mindsets and attitudes that may be construed as "Peronist." By framing its consideration of films from the Perón years in the context of earlier and later ones, it demonstrates that this period accelerates-and sometimes registers backward-looking responses to-earlier progressive mythic shifts, and it traces the development in the 1950s of a critical mindset that comes to fruition in the "new cinema" of the 1960s. Picturing Argentina: Myths, Movies, and the Peronist Vision is an important book for Latin American studies, film studies, and history collections.
