Book excerpt: Abstract: This project assesses the elevation of several vegetation zones of the Los Cerritos Wetlands in Southern California to determine the possible effects of sea level rise on the salt marsh vegetation, the foundation of coastal salt marsh ecology. Steamshovel Sough in the Los Cerritos Wetland contains ideal habitat for the project. This coastal salt marsh is unique in that it abuts artificial elevation gradients of urban development on all sides. The confined nature of the wetland restricts its ability to adjust to future sea levels, a process known as coastal squeeze, which calls the sustainability of this scarce ecosystem into question. In-situ surveying of indicator species Parrish's Glasswort and Pacific Cordgrass (Arthrocnemum subterminale and Spartina foliosa) revealed the habitat elevations above sea level. Modelling various sea level rise scenarios using the habitat ranges determined through in-site surveying reveal expected future habitat zones. Los Cerritos Wetland has a notable susceptibility to sea level rise because of topographic convolutions created by local urban development. One and two foot sea level rise scenarios project substantial zone shifts resulting in pronounced winners and losers. The results here highlight the delicacy of the marsh and its intimate relationship to sea level, and hold a powerful utility to restoration project managers seeking to create a salt marsh that reflects the natural distribution of various habitats and which possesses longevity in the face of the changing environment.

Book excerpt: Abstract: In the decades following the neoliberal movement of the 1980s, environmental management in the United States has largely been supportive of market-based strategies, such as cap-and-trade, subsidies, and mitigation banks. These strategies often involve collaborations between public and private sectors to reach agreements about how these instruments should be implemented. In cases where the general public is involved in the planning process, conflict around partnerships with private interests can arise. This work examines this phenomenon through a case study of Los Cerritos Wetlands (LCW), where a public-private partnership between wetland management and oil extraction has resulted in a restoration project involving a land swap and mitigation bank. Through an examination of the conflict surrounding this project, this work explains how different stakeholders frame the debate; discusses how configurations of power, conflict, and collaboration shape restoration decision-making at the study site; and analyzes the findings using concepts from political ecology. This work is a contribution to political ecology as an application of the research framework to a wetland mitigation and restoration project within the national and international contexts of market-based and profit-incentivized responses to environmental conflicts. This study employs a mixed-methods approach that triangulates interview data, public meeting observations, and public comments to identify and analyze the themes of power, conflict, and collaboration that have emerged from the debate and posits existing theoretical approaches from political ecology as avenues for achieving greater understanding in environmental conflicts. Three synthesized power perspectives from political ecology give depth to the discussion of power in a market-based restoration project. To address conflict, areas of contention and potential for productive discourse are identified and discussed. Finally, a discussion of inclusion and exclusion in the collaborative process based on the larger system context within a collaborative governance framework addresses the need for facilitating collaboration among stakeholders with diverse values. This study found that productive negotiations between powerful actors, the alignment of market-based restoration with historically reproduced structures, and the creation and reproduction of discourse supporting the restoration project contribute to power struggles at LCW. Further, the four main areas of conflict in the debate—wetland restoration, public access, cultural resources, and oil extraction—show potential for driving productive dialogue. Finally, the presence or lack of collaboration dynamics and adherence to rules set by the larger context affect the supporters’ and opposition’s ability to participate in collaborative governance at LCW.
