Globalization exists because of local processes, and local processes are ultimately shaped by globalization. Geography remains among the primary factors shaping a country’s foreign policy. This book addresses the most fundamental geopolitical issues observable in a region where the “great game” of geopolitics is particularly still alive – in East- and South-East Asia. The contemporary geopolitical situation in this part of the world is far from stable: the width and depth of economic integration in the region resonates with the nature of political relations, crises in the global financial system, climate change, and the regional security architecture inherited from the Cold-War era. In terms of power relations, the particular changes in the region’s status quo imply an immediate intensification of the PRC’s activities within the framework of political and security dialogue with its direct neighbors, ultimately leading to a rivalry between China and the United States. The studies presented in this book largely focus on East- and South-East Asian actors and problems, while studies of the situation in other global regions enrich the research by adding a global dimension to the study of regional geopolitical affairs.

Genetic research has permeated both the political and popular spheres as Taiwanese nationalists and Chinese nationalists argue over the significance of migration theories and as the media proliferates genetic theories on predispositions to alcoholism. As this book demonstrates, genetics serve, on the one hand, to reinforce claims to a unique national identity and, on the other hand, to reinforce anti-Aboriginal prejudices. Increasingly, genetic research on Aborigines is being integrated into biotechnology planning, both in the country and through controversial US patent applications. The legacy of this work has been mass violations of the rights of Taiwanese Aborigines. Examining a troubling revival of racially configured genetic research and the questions of sovereignty it raises, Living Dead in the Pacific details a history of exploitation and resistance that represents a new area of conflict facing Aboriginal people both within Taiwan and around the world.

Book excerpt: Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. It highlights the ways in which international sponsorship can contribute to authoritarian practices is three significant ways: by increasing the likelihood that authoritarian regimes will pursue 'authoritarian practices' (such as coups, repression or election fraud), by contributing to the implementation of those practices, and finally by shielding autocratic actors from international punishment after such practices are pursued. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. This book compares the construction of cross-border security regimes across five regions of the world to illustrate how trust emerges from the day-to-day relations of coordination, cooperation, or collaboration. Patterns in Border Security: Regional Comparisons studies the way borderland communities develop, implement, and align border policy to enhance their sense of security. Borders have been evolving rapidly in direct response to the multifaceted challenges brought on by globalization, which has had a nuanced impact on the way borders are governed and border security is managed. Taking a methodical comparative regional approach, this book identifies and contrasts determinants of nascent, ascendant, and mature border security regimes, which the book documents in seven regional case studies from across the globe. The findings identify conditions that give rise to cross-border and trans-governmental coordination, cooperation, or collaboration. Specifically, pluralistic forms of communication and interactions, sometimes far from the actual borderline, emerge as key determinants of friendly and trustful relations among both contiguous and non-contiguous regions. This is a significant innovation in the study of borders, in particular in the way borders mediate security. For six decades international security studies had posited culture as the bedrock of security communities. By contrast, the book identifies conditions, a method, and a model for adequate and effective cross-border relations, but whose outcome is not contingent on culture. It has also initiated community-based transitional justice responses. Yet, there has been little in-depth examination of the breadth and diversity of these roles. This book addresses this gap by analysing the heterogeneity of civil society transitional justice activity in Asia and the Pacific. Based upon empirically grounded case studies of Timor-Leste, Indonesia, Cambodia, Myanmar, Bougainville, Solomon Islands and Fiji, this book illustrates that civil society actors can have different - and sometimes competing - priorities, resources and approaches to transitional justice. Their work is also underpinned by diverse understandings of 'justice'.
