This "User guide" has been developed for users of the LSAY data. The guide endeavours to consolidate existing technical documentation and other relevant information into a single document, thereby improving data accessibility and promoting wider use of the LSAY data. To promote effective use of the data, the guide aims to address all aspects of LSAY data, including information about: how to access the data, data restrictions, variable naming conventions, the structure of the data (using topic areas, topic maps and data elements), classifications and code frames used, weights and derived variables. Book excerpt: The Longitudinal Surveys of Australian Youth (LSAY) program brings together two existing, long-established projects, ACER's Youth in Transition and DEETYA's Australian Youth Survey. The origins and extent of these two projects are described in the following pages. While contact with the AYS cohort is due to finish in 1997, it is hoped to continue to survey members of the Youth in Transtion 1975 birth cohort up to at least age 25. In addition, a new program of surveys of students progressing through school and into postschool education and the labour force was established in 1995. New cohorts of Year 9 students will be introduced into the program at three yearly intervals, and surveyed annually for a period up to about age 25. Sampling details for the 1995 cohort can be found in technical paper number 8, while the codebook for that year's data is found in technical paper number 9.

Book excerpt: Disengagement of youth from schooling is an issue of significant national and international concern, and is a key driver of educational policy and reform that look to maximise school retention for the benefit of both students and the wider community. In Australia, Flexible Learning Options (FLOs) have arisen as a response to the premature disengagement from schooling of a sizeable number of Australian youth. FLOs attend to the educational, social and well-being needs of young people experiencing complex life circumstances, yet empirical evidence of their value to date has been largely anecdotal. The significance of this book lies in its innovative approach to gauging the value of FLOs—to young people themselves, as well as the wider Australian community. Drawing on past research and new findings from a national investigation, the authors provide novel insight into the pressures pushing young people out of schools and the mechanisms at work in FLOs to re-engage them in education. The varied contributions of this book elucidate many of the measurable impacts of FLOs on the life trajectories of disenfranchised youth, including improved economic integration, mental and emotional wellbeing, and myriad other outcomes. The significance of this project lies in its exploration of how young people and staff understand the transformative nature of the FLO experience, with an analysis that brings to light the wider value of this type of educational intervention in terms of long term community benefit.

In addition to its important function for educational monitoring, the PISA datasets are the basis of a wide range of secondary analyses from a number of different scientific perspectives and disciplines.
