Improving Measurement of Productivity in Higher Education presents an analytically well-defined concept of productivity in higher education and recommends empirically valid and operationally practical guidelines for measuring it. Book excerpt: In fall 2002, the National Science Foundation (NSF) announced 24 major grants to establish Mathematics and Science Education Partnership (MSP) programs across the U.S. The overall program objective of these grants is to "increase the capacity of preK-12 educational systems and institutions of higher education to provide the requisites for learning to high standards in mathematics and science, and particularly to reduce the achievement gaps among student populations." One of the specific goals of MSP is "to contribute to the national capacity to engage in large-scale reform through participation in a network of researchers and practitioners, organized through the MSP program, that will study and evaluate educational reform and experimental approaches to the improvement of teacher preparation and professional development (Goal 3, NSF 02-061 program announcement)." The present report summarizes progress after two years of a three-year study under the MSP RETA program. The study is being conducted by a research team comprised of staff from the Council of Chief State School Officers, American Institutes for Research, and Wisconsin Center for Education Research.

Yet the processes by which students become more capable and ready to meet the challenges of writing for employers, the wider public, and their own purposes remain largely invisible. Developing Writers in Higher Education shows how learning to write for various purposes in multiple disciplines leads college students to new levels of competence. This volume draws on an in-depth study of the writing and experiences of 169 University of Michigan undergraduates, using statistical analysis of 322 surveys, qualitative analysis of 131 interviews, use of corpus linguistics on 94 electronic portfolios and 2,406 pieces of student writing, and case studies of individual students to trace the multiple paths taken by student writers. Topics include student writers’ interaction with feedback; perceptions of genre; the role of disciplinary writing; generality and certainty in student writing; students’ concepts of voice and style; students’ understanding of multimodal and digital writing; high school’s influence on college writers; and writing development after college. We received 525 abstracts for the conference, divided in thematic poster sessions and platform presentations. Organising the conference was an honour and we tried to meet the high standards of a friendly and relaxed atmosphere which has characterized previous Ottawa conferences. During and after the conference about 250 papers were submitted for publication in the conference proceedings, leaving us little time for a post-conference depression. Despite the large number of papers, the editors have attempted to review and edit the papers as care fully as possible. Occasionally, however, correspondence exceeded reasonable deadlines, preventing careful editing of a small number of the papers. Although we felt that our editorial task was not quite finished, we nevertheless decided to include these papers. We thank the many authors for their enthusiastic and prompt response to - occasionally tedious - editorial suggestions and requests. We are sure that this collective effort has resulted in a book that will make an important contribution to the field of medical education. The editors want to thank Jocelyn Flippo-Berger whose expertise with desk top publishing and perseverance was a great help.

Radicalrestructuringoftheframeworksforbothcurriculumand qualificationsfollowedamovementtowards self-managementin 1989. The curriculum framework, consisting of seven essential learning areas, has been progressively introduced with completionnotexpecteduntil 2002. Thenew Qualifications Framework, based on unit standards, was launched in 1994. The introduction of unit standards signalled an emphatic movement towards the use of internal assessment for awarding qualifications at the seniorsecondaryschoollevel. Eachcoursehadunitstandardsdefined,which described the outcomes and the performance criteria that would be used to determine whether or not the standard had been achieved. Approximately five to eight standards would be used for each full year course and each standard had a number of credits associated with it. The plan, which has since been modified, was for these credits to contribute to a National Certificate of Educational Achievement, at years 12 and 13, and other, subject specific, National Certificates. Secondary schools were faced with the task of recording and reporting 1 unit standardresults to theNew Zealand Qualifications Authority . This, by itself, was not a major issue as the significant suppliers of CSIS had modules availablewhichsatisfiedthis need. Atthistimeamodelwasbeingpresented to school audiences demonstrating how the recording, reporting and evaluation ofassessment data, relating to the curriculumframework, could be relatively straight forward IF there was a common assessment ‘currency’ across the school. This model was converted into software form for demonstration purposes.
