Book excerpt: We present a description and scenario results from our recently-developed long-term model of United States industrial sector energy consumption, which we have incorporated as a module within the ObjECTS-MiniCAM integrated assessment model. This new industrial model focuses on energy technology and fuel choices over a 100 year period and allows examination of the industrial sector response to climate policies within a global modeling framework. A key challenge was to define a level of aggregation that would be able to represent the dynamics of industrial energy demand responses to prices and policies, but at a level that remains tractable over a long time frame. In our initial results, we find that electrification is an important response to a climate policy, although there are services where there are practical and economic limits to electrification, and the ability to switch to a low-carbon fuel becomes key. Cogeneration of heat and power using biomass may also play a role in reducing carbon emissions under a policy constraint.

This energy transition is critical to mitigating climate change, protecting human health, and revitalizing the U.S. economy. To help policymakers, businesses, communities, and the public better understand what a net-zero transition would mean for the United States, the National Academies of Sciences, Engineering and Medicine convened a committee of experts to investigate how the U.S. could best decarbonize its transportation, electricity, buildings, and industrial sectors. This report, Accelerating Decarbonization of the United States Energy System, identifies key technological and socio-economic goals that must be achieved to put the United States on the path to reach net-zero carbon emissions by 2050. The report presents a policy blueprint outlining critical near-term actions for the first decade (2021-2030) of this 30-year effort, including ways to support communities that will be most impacted by the transition.

Book excerpt: We compile a database of energy uses, energy sources, and carbon dioxide emissions for the USA for the period 1850-2002. We use a model to extrapolate the missing observations on energy use by sector. Overall emission intensity rose between 1850 and 1917, and fell between 1917 and 2002. The leading cause for the rise in emission intensity was the switch from wood to coal, but population growth, economic growth, and electrification contributed as well. After 1917, population growth, economic growth and electrification pushed emissions up further, and there was no net shift from fossil to non-fossil energy sources. From 1850 to 2002, emissions were reduced by technological and behavioural change (particularly in transport, manufacturing and households), structural change in the economy, and a shift from coal to oil and gas. These trends are stronger than electrification, explaining the fall in emissions relative to GDP.

Book excerpt: This paper analyzes the influence of the long-run decline in US energy intensity on projections of energy use and carbon emissions to the year 2050. We build on our own recent work which decomposes changes in the aggregate US energy-GDP ratio into shifts in sectoral composition (structural change) and adjustments in the energy demand of individual industries (intensity change), and identifies the impact on the latter of price-induced substitution of variable inputs, shifts in the composition of capital and embodied and disembodied technical progress. We employ a recursive-dynamic computable general equilibrium (CGE) model of the US economy to analyze the implications of these findings for future energy use and carbon emissions. Comparison of the simulation results against projections of historical trends in GDP, energy use and emissions reveals that the range of values for the rate of autonomous energy efficiency improvement (AEEI) conventionally used in CGE models is consistent with the effects of structural changes at the sub-sector level, rather than disembodied technological change. Even so, our results suggest that US emissions may well grow faster in the future than in the recent past.

Carbon dioxide is released by chemical reactions that are employed to extract energy from fuels, and any regulatory policy limiting the amount of CO2 that could be released from sequestered sources or from energy-generating reactions will require substantial involvement of the chemical sciences and technology R&D community. Much of the public debate has been focused on the question of whether global climate change is occurring and, if so, whether it is anthropogenic, but these questions were outside the scope of the workshop, which instead focused on the question of how to respond to a possible national policy of carbon management. Previous discussion of the latter topic has focused on technological, economic, and ecological aspects and on earth science challenges, but the fundamental science has received little attention. This workshop was designed to gather information that could inform the Chemical Sciences Roundtable in its discussions of possible roles that the chemical sciences community might play in identifying and addressing underlying chemical questions.
