Book excerpt: The Naval Station (NAVSTA), Pearl Harbor, dredges a number of locations throughout the Pearl Harbor Naval Complex (PHNC) intermittently to maintain harbor operations. Up to the present time of all of the dredged material has been disposed in the ocean. Recent testing of some sediments has indicated that some of the material is unsuitable for ocean disposal because of potential impacts from contaminants present in the sediments. This finding necessitates evaluating other disposal alternatives that are practicable, economical, and environmentally sound and have high public acceptance. These alternatives should provide disposal solutions for the next 30 years and maintain the future viability of naval operations at Pearl Harbor. Investigations of alternatives require development of a long-term management strategy (LTMS) and evaluation of the environmental effects of various disposal alternatives. This report documents Phase I of a three-phase study to develop a workable LTMS for PHNC. This report includes a review of dredging volumes and frequencies; dredging and disposal equipment and techniques; environmental resources; and capacities, costs, and logistics of potential disposal alternatives. Ten disposal alternatives, including contained aquatic disposal, upland or nearshore confined disposal, and beneficial uses alternatives, are identified for material that is unsuitable for ocean disposal. A screening evaluation of the alternatives was performed to rank the alternatives. Based on the results of this Phase I effort, it is recommended that Phase II be initiated to evaluate the Waipio Peninsula and the Reef Runway disposal alternatives.

Physical and chemical characterization and contaminant pathway testing and analysis of Pearl Harbor sediment were performed for the proposed Waipio Peninsula confined disposal facility (CDF). Modeling was performed to support design/management/operations decision making and contaminant pathway analysis. Physical characterization included a number of geotechnical tests including grain-size analysis, Atterberg limits, soil classification, specific gravity, moisture content, self-weight and standard oedometer consolidation, and sedimentation. Chemical characterization included bulk sediment chemical analysis, toxicity characteristics leaching procedure (TCLP), and ambient water chemical analysis. Pathway testing included the modified elutriate test for effluent quality, the simplified laboratory runoff procedure (SLRP) for runoff quality, and diethylene triamine pentaacetic acid (DTPA) extraction for plant uptake. Using characterization data, leachate quality was predicted based on equilibrium partitioning of the contaminants between the soil and water. Air quality was estimated from computation of contaminant volatilization. The results of the Phase II study show that disposal of Pearl Harbor dredged material unsuitable for ocean disposal in an upland CDF on Waipio Peninsula is technically feasible. Disposal in an upland CDF poses no significant impacts on human health. Potential contaminant in releases by effluent, runoff, plant uptake, and animal uptake pathways pose small environmental impacts that should be acceptable with proper operation, management, and controls. Copper, arsenic, and ammonia concentrations in the effluent and runoff exceed water quality standards for toxicity but except for ammonia are similar to the contaminant concentrations in the background site water.

The long-term management strategy (LTMS) used in this process consists of evaluating existing management options, formulating the alternatives, performing a detailed analysis of the alternatives, implementing the LTMS, and conducting a periodic review and update of the LTMS. The purpose of such an LTMS is to provide a consistent, logical procedure by which alternatives can be identified, evaluated, screened, and recommended so that the dredged material placement operations are conducted in a timely and cost-effective manner. This report provides an assessment of various open-water, confined, and beneficial-use disposal options. Based on the results of Phase II, recommendations are made for Phase III of the LTMS process.

Book excerpt: The Corps of Engineers (CE) has taken a major step in developing a technically sound strategy for management of dredged material. This strategy is intended to be applicable to the wide range of materials that are dredged in Federal navigation projects and other waterways throughout the Nation. This paper presents an overview of the technical management strategy with emphasis on the steps required to develop appropriate alternatives for the placement, relocation, or disposal of dredged material. The guidance and appropriate testing and evaluation procedures incorporate the state of knowledge acquired by the CE and others worldwide in the dredging and long-term management of clean contaminated, and toxic sediments. The CE-is refining the technical management strategy and has performed selected field evaluations to demonstrate the appropriateness of the strategy. Interim results of the field verification studies are also discussed in this paper.
