Book excerpt: "This report considers data collected by the R/V Brooks McCall near the site of the Deepwater Horizon MC252 between May 8 and May 25, 2010. The Deepwater Horizon MC252 was releasing methane gas and oil in a turbulent mixture from the broken riser pipe attached to the well during this time. A plume of oil and gas rose from the release point; most of the oil reached the surface in about three hours. During the trip to the surface, some of the oil dissolved in the water column and some formed droplets. The pressure that propelled the oil out of the wellhead was strong enough to cause at least some of the oil to form water-in-oil emulsion, or mousse. Based on the 33 stations taken near the leaking wellhead, there was no indication of large-scale impacts of the oil on O2 levels during the first 35 days of the spill. The largest changes observed by the sensor were about 0.3 mL/L, which at this time, we do not believe are true O2 signals. If such a decrease occurred in the O2 minimum layer at 400 m with concentrations of about 2.7 mL/L, then the values would still be above what is generally considered hypoxic (1.4 mL/L or 2.0 mg/L). We therefore do not believe that the threat of large-scale hypoxia as a consequence of [microbial] oxidation near the wellhead at this time is a likely occurrence. However, simple calculations using the higher estimates (6/10/2010) for the amount of oil released of 1.3 million gallons/day suggest that O2 levels could decrease approximately 10% in the deep water if a significant fraction of oil remains subsurface and the rate of dispersion of the oil is low."--Executive summary. Book excerpt: "A study was initiated in May 2011, under the direction of the Deepwater Horizon (DWH) Natural Resource Damage Assessment (NRDA) Deepwater Benthic Communities Technical Working Group (NRDA Deep Benthic TWG), to assess potential impacts of the DWH oil spill on sediments and resident benthic fauna in deepwater (> 200 meters) areas of the Gulf. Key objectives of the study were to complete the analysis of samples from 65 priority stations sampled in September-October 2010 on two DWH Response cruises (Gyre and Ocean Veritas) and from 38 long-term monitoring sites (including a subset of 35 of the original 65) sampled on a follow-up NRDA cruise in May-June 2011. The present progress report provides a brief summary of results from the initial processing of samples from fall 2010 priority sites (plus three additional historical sites). Data on key macrofaunal, meiofaunal, and abiotic environmental variables are presented for each of these samples and additional maps are included to depict spatial patterns in these variables throughout the study region. The near-field zone within about 3 km of the wellhead, where many of the stations showed evidence of impaired benthic condition (e.g. low taxa richness, high nematode/harpacticoid-copepod ratios), also is an area that contained some of the highest concentrations of total petroleum hydrocarbons (TPH), total polycyclic aromatic hydrocarbons (total PAHs), and barium in sediments (as possible indicators of DWH discharges). There were similar co-occurrences at other sites outside this zone, especially to the southwest of the wellhead out to about 15 km. However, there also were exceptions to this pattern, for example at several farther-field sites in deeper-slope and canyon locations where there was low benthic species richness but no evidence of exposure to DWH discharges. Such cases are consistent with historical patterns of benthic distributions in relation to natural controlling factors such as depth, position within canyons, and availability of organic matter derived from surface-water primary production"--Abstract.

A final appeal was heard by the U.S. Supreme Court, and in June 2008, it was determined that for a maritime case of this nature, punitive damages could not exceed compensatory damages, and thus the settlement was limited to $ 507.5 million. The Supreme Court also determined that it would not decide whether interest on the settlement should be paid to the plaintiffs. In June 2009, the Ninth Circuit Court of Appeals decided that interest should indeed be part of the final settlement. Phased disbursement of the settlement and interest is expected to continue well into 2011. 1.3 Project Rationale and Parameters of the Settlement Award The baseline database described in this report was formulated based on the possibility that the total settlement award could be as large as $ 6.5 billion, with significant implications for the lives of many of the roughly 32,000 plaintiffs, and their families and communities. It was known that individual awards would vary, however, depending on the demonstrable level of effect of the spill, as indicated, for example, by the extent of one's performance in the affected commercial fisheries prior to the event. Some settlement amounts would be in the thousands of dollars, as for minimally-involved crew members. But others could involve millions of dollars, such as those for Kodiak salmon seine owner-operators who were highly productive in the region prior to the spill and whose fishery underwent significantly detrimental changes after the spill event. Settlement allocation programs for this group of plaintiffs were developed primarily on the rationale of loss of income and way of life, and devaluation of permits and vessels. This report adopts the concept of Harmonious Cities as a theoretical framework in order to understand today's urban world, and also as an operational tool to confront the most important challenges facing urban areas and their development processes. It recognizes that tolerance, diversity, social justice and good governance, all of which are inter-related, are as important to sustainable urban development as physical planning. It addresses national concerns by searching for solutions at the city level. For that purpose, it focuses on three key areas: spatial or regional harmony, which examines the main drivers of urban growth in the developing world and explores the spatial nuances of economic and social policies; social harmony, which presents and analyzes new data on urban inequalities worldwide and describes the types of shelter deprivations experienced by slum dwellers in developing world regions; and environmental harmony, which examines the role of cities in the climate change debate, and the impact of global warming on the most vulnerable cities. The report also assesses the various intangible assets within cities that contribute to harmony, such as cultural heritage, sense of place and memory and the complex set of social and symbolic relationships that give cities meaning. It argues that these intangible assets represent the soul of the city and are as important for harmonious urban development as tangible assets.
