They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Unfortunately, FACs in recent times have been shunned by both ground and air forces, their mission complicated by inherent difficulty and danger, as well as by the vicissitudes of defense budgets, technology, leadership, bureaucracy, and doctrine. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. Matt Dietz examines their role, status, and performance in every US Air Force air campaign from the Marne in 1918, World War II, Korea, Vietnam, Desert Storm, and finally Mosul in 2017. With the remaking of the post-Vietnam US military, and the impact of those changes on FAC, the Air Force began a steady neglect of the FAC mission from Operation Desert Storm, through the force reductions after the Soviet Union’s collapse, and into the post 9-11 wars in Iraq and Afghanistan. Eagles Overhead asks why FACs have not been heavily used on US battlefields since 2001, despite their warfighting importance. Dietz examines the Air Force FAC’s theoretical, doctrinal, institutional, and historical frameworks to assess if the nature of air warfare has changed so significantly that the concept and utility of the FAC has been left behind. Book excerpt: When confronted with a persistent foreign policy problem that threatens U.S. interests, and that cannot be adequately addressed through economic or political pressure, American policymakers and opinion formers have increasingly resorted to recommending the use of limited military force: that is, enough force to attempt to resolve the problem while minimizing U.S. military deaths, local civilian casualties, and collateral damage. These recommendations have ranged from the bizarre—such as a Predator missile strike to kill Zimbabwean President Robert Mugabe, or the assassination of Venezuelan President Hugo Chavez—to the unwise—the preemptive bombing of North Korean ballistic missile sites—to the demonstrably practical—air raids into Bosnia and Somalia, and drone strikes in Yemen and Pakistan. However, even though they have been a regular feature of America's uses of military force through four successive administrations, the efficacy of these "Discrete Military Operations" (DMOs) remains largely unanalyzed, leaving unanswered the important question of whether or not they have succeeded in achieving their intended military and political objectives. In response, Micah Zenko examines the thirty-six DMOs undertaken by the US over the past 20 years, in order to discern why they were used, if they achieved their objectives, and what determined their success or failure. In the process, he both evaluates U.S. policy choices and recommends ways in which limited military force can be better used in the future. The air campaign, known as Operation Allied Force, was the first war against any sovereign nation in the history of NATO and the first major combat operation conducted for humanitarian purposes against a state committing atrocities within its own borders. This book examines the key political, diplomatic, and military processes that shaped NATO and U.S. management of the Kosovo crisis and shows how air power became the main instrument in their strategy to coerce the FRY to accede to NATO's demands. The book further shows that the military leaders set to execute the campaign had no clear strategic guidance on what the operation was to achieve and that the level of uncertainty was so high that the officers selecting the bombing targets watched NATO's military spokesman on CNN for guidance in choosing their targets. Henriksen argues that structures preceding the Kosovo crisis shaped the management to a much greater degree than events taking place in Kosovo and that the air power community's largely institutionalized focus on high-intensity conflicts, like the 1991 Gulf War, hampered them from developing strategies to fit the political complexities of crises. Because fighting and wars in the lower end of the intensity spectrum are likely to surface again, study of the Kosovo crisis offers lessons for future international conflicts in which the combination of force and diplomacy will play a very significant role.
