Book excerpt: The Federal Highway Administration and Federal Transit Administration requested that the Transportation Research Board and the Commission on Behavioral and Social Sciences and Education of the National Research Council conduct a study of congestion pricing for congestion management. To conduct this study, the National Research Council established the Committee for Study on Urban Transportation Congestion Pricing. The committee's deliberations were supplemented by liaison representatives from several groups concerned about the benefits and costs of congestion pricing. After a review of the literature, and drawing from its expertise, the committee commissioned papers on a variety of topics. Volume 1 contains the committee's overview of the material contained in the commissioned papers, its conclusions, and its recommendations regarding the potential of congestion pricing, the need for evaluation of early demonstrations, and other research needs. Volume 2 provides a rich array of information about individual case studies from around the nation and thoughtful analyses by individual scholars about many of the critical issues surrounding congestion pricing., as revised by their authors after the symposium.

The city is also where ambitions, aspirations and other material and immaterial aspects of life are realized, providing contentment and happiness. It is a locus at which the prospects of prosperity and individual and collective well-being can be increased. However, when prosperity is restricted to some groups, when it is used to pursue specific interests, or when it is a justification for financial gains for the few to the detriment of the majority, the city becomes the arena where the right to shared prosperity is claimed and fought for. As people in the latter part of 2011 gathered in Cairo’s Tahrir Square, in Madrid’s Puerta del Sol, in front of London’s St Paul’s cathedral, or in New York’s Zuccotti Park, they were not only demanding more equality and inclusion; they were also expressing the need for prosperity to be shared across all segments of society. What this new edition of State of the World’s Cities shows is that prosperity for all has been compromised by a narrow focus on economic growth. UN-Habitat suggests a fresh approach to prosperity beyond the solely economic emphasis, including other vital dimensions such as quality of life, adequate infrastructures, equity and environmental sustainability. The Report proposes a new tool – the City Prosperity Index – together with a conceptual matrix, the Wheel of Prosperity, both of which are meant to assist decision makers to design clear policy interventions. One that is capable of integrating the tangible and more intangible aspects of prosperity, and in the process shedding off the inefficient, unsustainable forms and functionalities of the city of the previous century. What is the role of automobility, and auto-dependence, in differentiating groups, both within cities and rural areas, and among transnational migrants moving across international borders? These are just some of the questions this book addresses. This volume provides a holistic and reflexive account of the role played by automobility in producing, reproducing, and differentiating social, economic and political life in the contemporary city, as well as the role played by the city in producing and reproducing auto-mobile inequalities. The first section, titled Driving Vulnerability, deals with issues of global importance related to economic, social, financial, and environmental sustainability and resilience, and socialization. The second section, Driving Inequality, is concerned with understanding the role played by automobility in producing urban socio-spatial inequalities, including those rooted in accessibility to work, migration status and ethnic concentration, and new measures of mobility-based inequality derived from the concept of effective speed. The third section, titled, Driving Politics, explores the politics of mobility in particular places, with an eye to demonstrating both the relevance of the politics of mobility for influencing and reinforcing actually existing neoliberalisms, and the kinds of politics that might allow for reform or restructuring of the auto-mobile city into one that is more socially, politically and environmentally just. In the conclusion to the book Walks draws on the findings of the other chapters to comment on the relationship between automobility, neoliberalism and citizenship, and to lay out strategies for dealing with the urban car system.
