The borough councils will succeed to the functions and property of the existing vestries and district boards, and of the existing authorities charged with the execution of the Burial Acts, the Baths and Washhouses Acts, and the Public Libraries Acts. The council of each borough will also act as the overseers of every parish in their borough. The Act further invests the borough councils with certain powers and duties which, since they do not attach to the bodies above referred to, may fairly be called new powers and duties. In the present work I have dealt somewhat fully with the law relating to the constitution of the borough councils and the election of their members. And I have also dealt at some length with what I have described as their new powers and duties. In other respects I have confined myself almost entirely to endeavouring to elucidate the provisions of the London Government Act itself, devoting particular attention to the clauses of the Act of most immediate interest, such as the clauses dealing with the preparation of schemes and with existing officers.
