Book excerpt: This joint venture between ICOMOS, the advisory body to UNESCO on cultural sites, and the International Astronomical Union is the second volume in an ongoing exploration of themes and issues relating to astronomical heritage in particular and to science and technology heritage in general. It examines a number of key questions relating to astronomical heritage sites and their potential recognition as World Heritage, attempting to identify what might constitute "outstanding universal value" in relation to astronomy. "Heritage Sites of Astronomy and Archaeoastronomy--Volume 2" represents the culmination of several years' work to address some of the most challenging issues raised in the first ICOMOS-IAU Thematic Study, published in 2010. These include the recognition and preservation of the value of dark skies at both cultural and natural sites and landscapes; balancing archaeoastronomical considerations in the context of broader archaeological and cultural values; the potential for serial nominations; and management issues such as preserving the integrity of astronomical sightlines through the landscape.Its case studies are developed in greater depth than those in volume 1, and generally structured as segments of draft nomination dossiers. They include seven-stone antas (prehistoric dolmens) in Portugal and Spain, the thirteen towers of Chankillo in Peru, the astronomical timing of irrigation in Oman, Pic du Midi de Bigorre Observatory in France, Baikonur Cosmodrome in Kazakhstan, and Aoraki-Mackenzie International Dark Sky Reserve in New Zealand. A case study on Stonehenge, already a World Heritage Site, focuses on preserving the integrity of the solstitial sightlines.As for the first ICOMOS-IAU Thematic Study, a international team of authors including historians, astronomers and heritage professionals is led by Professor Clive Ruggles for the IAU and Professor Michel Cotte for ICOMOS.

Book excerpt: According to current understanding, Malthus was hostile to an excess of population because it caused social sufferings, while Marx was favourable to demographic growth in so far as a large proletariat was a factor aggravating the contradictions of capitalism. This is unfortunately an oversimplification. Both raised the same crucial question: when considered as an economic variable, how does population fit into the analysis of economic growth? Even though they started from the same analytical standpoint, Marx established a very different diagnosis from that of Malthus and built a social doctrine no less divergent. The book also discusses the theoretical and doctrinal contribution of the liberal economists, writing at the onset of the industrial revolution in France (1840-1870), and those of their contemporary, Pierre-Joseph Proudhon, who shared with Marx the denunciation of the capitalist system. By paying careful attention to the social, economic, and political context, this book goes beyond the shortcomings of the classification between pro- and anti-populationism. It sheds new light over nineteenth century controversies over population in France, a case study for Europe.

Its presence has always been ascertained in a variety of ways and the development of human society everywhere is connected with various forms of water management. Man also needed to manage water to find protection from its dangers and the need for that is increasing. In the coming decades, the impact of climate change is expected to intensify floods and droughts, affect groundwater resources, raise sea levels, increase pollution and enhance the frequency and magnitude of disasters. Societies around the world are challenged to adapt to these threats to ensure water security, economic prosperity and environmental and cultural sustainability. This book deals with the heritage of water management and the use that was made of water, as well as the impact of water management on heritage. An example of the former may be an ancient irrigation system in the Filipines or in the Middle East that still functions today, while the latter may reflect the importance of maintaining groundwater levels for the preservation of organic remains on archaeological sites or of wooden piles underneath standing buildings. In either case the papers in this book reflect the dynamic nature of water, and hence the equally dynamic relation between water management and heritage. This publication follows up on a Heritage and Water conference in Amsterdam, the first of its kind. Its main purpose is to credibly present the importance and value of heritage and historical experience for water and sustainable development, and vice versa, present the importance of water management for the protection of heritage. The distribution of water within river basins has a direct bearing on the organization of water resources development to meet this ever-expanding need. River basins, despite their very great diversity in other respects, have one physical characteristic in common: each is a more or less self-contained unit within whose bounds all the surface and part or all of the ground waters form an interconnected, interdependent system. This inter dependence has such far-reaching implications - for pollution and flood control, apportionment of supply, relations between upstream and downstream riparians, to mention only a few examples - that the river basin has become almost universally accepted (within the past 20 or 30 years at least) as the unit of optimal water resources de velopment. Professor Teclaff's work (which was originally submitted to the New York University School of Law as a doctoral dissertation) is the first fully developed response to the important resolution passed by the International Law Association at its New York meeting in I958 recognizing the legal nature of the international river basin. His study quite properly, therefore, poses the question whether the adoption of the river basin unit is a temporary phenomenon, reflecting the current stage of technology and of administrative, economic, and legal thought on water resources development, or whether the de terminative influence of the river basin's physical unity which has always operated in the past will continue to operate in the future.
