Like other democratic institutions, unions have repeatedly experienced highly charged conflicts over the integration of ethnic minorities and women into leadership positions. In Becoming a Mighty Voice, Daniel B. Cornfield traces the 55-year history of the United Furniture Workers of America (UFWA), describing the emergence of new social groups into union leadership and the conditions that encouraged or inhibited those changes. This vivid case history explores leadership change during eras of union growth, stability, and decline, not simply during isolated episodes of factionalism. Cornfield demonstrates that despite the strong forces perpetuating existing union hierarchies, leadership turnover is just as likely as leadership stagnation. He also shows that factors external to the union may influence leadership change; periods of turnover in the UFWA leadership reflected employer efforts to find cheap, non-union labor, as well as union efforts to unionize workers. When unions are threatened by intensified conflict with employers and when entrenched high status groups within the union are obliged to recruit members of lower socioeconomic status, then new social groups are likely to be integrated into union leadership. Local authorities play a key role in planning and commissioning transport services, such as bus and light rail, and providing and maintaining roads and other local infrastructure. They spent a total of £8.5 billion on transport in 2010-11. The Department provided around a quarter of this (£2.2 billion), with the rest raised locally from council tax, from the £411 million surplus raised from parking levies, or from the Department for Communities and Local Government formula grant. In 2011-12 the Department provided £1.2 billion to local authorities for highways maintenance and small transport projects in the form of two un-ringfenced formula-based grants. The Department does not monitor how un-ringfenced grants are spent and there is insufficient information to determine the impact of the Department's contribution on local authorities' spending decisions and therefore to achieving the Department's objectives. The Department plans to devolve more control over its funding to the local level (raising the proportion of resources which are not ringfenced portion from 60% to around 80%); and new local transport bodies will take on some decision-making responsibilities previously held centrally. Full details of how the new system will work are still to be determined and there is uncertainty over how the arrangements will work in practice.

Book excerpt: Syntactic dependencies are often non-local: They can involve two positions in a syntactic structure whose correspondence cannot be captured by invoking concepts like minimal clause or predicate/argument structure. Relevant phenomena include long-distance movement, long-distance reflexivization, long-distance agreement, control, non-local deletion, long-distance case assignment, consecutio temporum, extended scope of negation, and semantic binding of pronouns. A recurring strategy pursued in many contemporary syntactic theories is to model cases of non-local dependencies in a strictly local way, by successively passing on the relevant information in small domains of syntactic structures. The present volume brings together eighteen articles that investigate non-local dependencies in movement, agreement, binding, scope, and deletion constructions from different theoretical backgrounds (among them versions of the Minimalist Program, HPSG, and Categorial Grammar), and based on evidence from a variety of typologically distinct languages. This way, advantages and disadvantages of local treatments of non-local dependencies become evident. Furthermore, it turns out that local analyses of non-local phenomena developed in different syntactic theories (spanning the derivational/declarative divide) often may not only share identical research questions but also rely on identical research strategies.
