Book excerpt: Participatory governance has a long history in India and this book traces historical-intellectual trajectories of participatory governance and how older Western discourses have influenced Indian policymakers. While colonial rulers devolved power to accommodate dissenting voices, for independent India, participatory governance was a design for democratizing governance in its true sense. Participation also acted as a vehicle for localizing governance. The author draws on both Western and non-Western theoretical treatises and the book seeks to conceptualize localizing governance also as a contextual response. It also makes the argument that despite being located in different socio-economic and political milieu, thinkers converge to appreciate localizing governance as perhaps the only reliable means to democratize governance. The book aims to confirm this argument by reference to sets of evidence from the Indian experience of localizing governance. By attempting a genealogy of participatory governance in the West and in India, and an empirical study of participatory governance in India, the book sheds light on the exchange of ideas and concepts through space and time, thus adding to the growing body of literature in the social sciences on ‘conceptual flow’. It will be of interest to political scientists and historians, in particularly those studying South Asia.

Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Book excerpt: Tripura in India’s Northeast remains the only region in the world which has sustained a strong left radical political tradition for more than a century, in a context not usually congenial for left politics. Tripura is one of the 29 States in India which has returned the Communist Party of India (Marxist) led Left Front repeatedly to power. By contrast, radical ethnic politics dot the political scenario in the rest of the region. This book examines the roots, nature, governmental performance, and theoretical and policy implications of left radicalism in Tripura. The case of Tripura is placed in comparison with her neighbours in the region, and in some cases with India’s advanced States in governance matters. Based on original archival and the very recent empirical and documentary sources on the subject, the author shows that the Left in Tripura is well-entrenched, and that it has sustained itself compared to other parts of India, despite deeply rooted ethnic tensions between the aboriginal peoples (tribes) and immigrant Bengalis. The book explains how the Left sustains itself in the social and economic contexts of persistent ethnic conflicts, which are, rarely, if ever, punctuated by incipient class conflicts in a predominantly rural society in Tripura. It argues that shorn of the Indian Marxism’s ‘theoretical’ shibboleths, the Left in Tripura, which is part of the Indian Left, has learned to accommodate non-class tribal ethnicity within their own discourse and practices of government. This study demolishes the so-called ‘durable disorder’ hypothesis in the existing knowledge on India’s Northeast. A useful contribution to the study of radical left politics in India in general and state politics in particular, this book will be of interest to researchers of modern Indian history, India’s Northeast, and South Asian Politics.

The Digital India Campaign is a visionary initiative by the Indian government to transform our country into a smart, economically cautious, and digitally legitimised nation through the use of technology. To reconstruct India, the Indian government aspires to provide residents with quality and acceptable administrative services, as well as to promote coordination and synchronisation of obligations among citizens. The Digital India Campaign intends to link the people of India digitally and to convey the different government services and programmes to them via the use of information and communications technology (ICT). The notion of local self-governance is not a new one, since it has its origins in antiquity, dating back to the period of the Mauryan emperors and even before them. The path of local self-governance from the time of the dinosaurs to the present day is depicted in this study. Furthermore, in the current environment, information and communication technology (ICT) has emerged as a successful tool for the dissemination of various e-governance services, and the Government of India has formulated the National e-Governance Plan (NeGP) with an adequate service delivery mechanism in this regard. After ICT was introduced, numerous apps were developed by both the federal and state governments that contributed to strengthening of public-private partnerships (PRIs) for rural transformation. The advancement of information and communication technologies (ICTs) has created a plethora of possibilities in rural India. It is feasible for information and communication technologies to make cognition sharing more convenient, and information may be easily transmitted via the use of information and communication technologies. This information might be easily accessed and used by administrators responsible for developing rural development strategies in India. Interactions between the Ministry of Panchayat Raj and Rural Development, the Government of India, and the Panchayat Raj Institutions are coordinated. In order to ensure rural development and strengthen rural local government, the primary goal of the e-panchayat is to provide a diverse range of services to its stakeholders. A series of research phases were initiated after the notion of the e-Panchayat. The stages of information gathering and planning, information and service requirements assessment, process re-engineering, and DPR (detailed project report) preparation are all included. Finally, in 2009, with the assistance of the National Information Council, the Indian government launched e-Panchayat (NIC). Along with numerous research papers, this book sheds some insight on the importance of information and communications technology (ICT) in self-governance toward the digital India. On the occasion of Azadi Ka Amrit Mahotsav a workshop was funded by the Indian Council of Social Science Research from July 7th to 16th July,2022. The Chief Guest of The valedictory session was Hon,ble Vice Chancellor Prof. Sat Parkash Bansal and Guest of Honour Prof. Kaushal Kumar Sharama from JNU. Vice Chancellor Prof Sat Parkash Bansal motivate to all participants from whole the county to write a research paper on workshop whatever he or she learned from this workshop and send all research paper to Director of Workshop. We received nine research articles from participants and 14 research articles from another related themes like Digital India, Unnat Bharat Abhiyan, Swachh Bharat Abhiyan, e-Governance State and central schemes and we published an edited book within 21 research article. I would like to thanks the Honorable Vice Chancellor, Central University of Himachal Pradesh, Professor Sat Prakash Bansal who inspired us to publish the book. Functions and Responsibilities: Service Delivery: Infrastructure: Construction and maintenance of roads, bridges, water supply, and sanitation facilities. Health and Education: Provision of basic health services, primary education facilities, and community welfare programs. Public Utilities: Management of electricity distribution, street lighting, solid waste management, and environmental conservation. Local Governance: Planning and Development: Formulating local development plans, budgets, and policies aligned with national and state-level priorities. Revenue Generation: Collection of local taxes, fees, and levies to finance local development projects and services. Social Justice and Empowerment: Empowerment: Promoting inclusive governance and empowerment of marginalized communities, women, and backward classes through reservation of seats and participation in decision-making processes. Significance and Challenges: Decentralization: Local governments promote decentralization of power, enhancing citizen participation, accountability, and responsiveness to local needs and priorities.
