Book Strengthening Local Governance in Bangladesh

Download or read book Strengthening Local Governance in Bangladesh written by Shuvra Chowdhury and published by Springer. This book was released on 2018-02-23 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

Book excerpt: Anatomy of Local Government in Bangladesh delves deep into the heart of governance in this vibrant nation, exploring its local government institutions' intricacies, challenges, and evolution. As a foundational layer of governmental hierarchy, these Local Government Institutions (LGIs) are a vital component of field administration, as enshrined in the country's constitution. With an unwavering commitment to a qualitative approach, this comprehensive study takes readers on a journey through the very essence of local government in Bangladesh, focusing on its structure, functions, and the hurdles it confronts. Leveraging an array of secondary data sources, the book unveils the inner workings of LGIs, painting a clear picture of their historical development, present organization, and financial dynamics. The chapters in this book lay bare the patron-client relationship between national and local governments, urging a shift towards greater autonomy and genuine representation of local citizens' needs. The path to democracy, decentralization, and enhanced local administration is illuminated, with insights drawn from foreign donors and citizen activism. This compelling book is a scholarly exploration and a guide for policymakers and activists, offering valuable lessons and suggestions for the future.

Book Local Government Reforms in Bangladesh 1972 1990

Download or read book Local Government Reforms in Bangladesh 1972 1990 written by Md. Rakib Hossain and published by . This book was released on 1993 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: "Since Independence in 1971, various reform measures have been undertaken by different regimes in Bangladesh to establish sef-government at the local level through decentralisation. This study explains, analyses and evaluates these reforms during the three main regimes (Mujib, 1971-75; Zia, 1976-81; and Ershad, 1981-90) particularly considering a number of themes: the level of decentralisation of administration, the development of local self-government and the tension between politicians and bureaucrats to secure control of the reform process. A number of conclusions emerge from the study. Firstly, most of the reform was focused on rural local government. Secondly, every government initiated its own policies to reform local government and did not continue the preceding government's policies in the process of refroms. Thirdly, it was the Ershad government which achieved the greatest level of reform by deconcentrating field administration and at the same time, devolving local government at the Upa-zila level. The Mujib and the Zia governments' decentralisation and self-government policies were largely not implemented. The dissertation concludes that devolution is necessary to fully establish local self-government and that mixing different forms of decentralisation such as deconcentration and devolution tends to increase the tension between politicians and bureaucrats.
