Book excerpt: The introduction in 1990 of Local Management of Schools (LMS) arrangements changed the way in which schools are funded and managed, by giving Boards of Governors and school principals autonomy over resource allocation and priority setting. Over £1 billion will be spent during 2003-04 on schools in Northern Ireland, with governors and principals now controlling about 70 per cent of funding spent on school children. The size of an individual school's budget can vary from under £50,000 for a small nursery or primary school to over £6 million for the largest post primary school. This report's findings include that whilst the measure of achievement against the policy aims of LMS has fallen short of completely transforming the culture and working patterns of schools, it should be regarded as a developing reform and represents one step towards empowering the educational community to bring about improvement in educational outcomes. The report makes a number of recommendations to the Department of Education and the Education and Library Boards to do more to support school governors, which it is acknowledged play a pivotal role under LMS, acting in a voluntary capacity and giving freely of their time to help and support schools achieve the highest standards.
