Book A Guide for Assessing Community Emergency Response Needs and Capabilities for Hazardous Materials Releases

Download or read book A Guide for Assessing Community Emergency Response Needs and Capabilities for Hazardous Materials Releases written by Battelle Memorial Institute and published by Transportation Research Board. This book was released on 2011 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This Guide presents comprehensive, step-by-step guidance on assessing hazardous materials emergency response needs at state, regional, and local levels; matching state, regional, and local capabilities with potential emergencies involving different types of hazardous materials; and assessing how quickly resources can be brought to bear in an emergency. The methodology described in the Guide is designed to be scalable, allowing the implementation results to be aggregated at the local level up through regional, state, and national levels. Also, the Guide is designed to connect as many components as possible to already-established standards, guidelines, regulations, and laws, so that the Guide will remain current as these underlying components are updated. In addition, the Guide discusses appropriate means for maintaining currency of the information over time. The Guide and accompanying spreadsheet tool (on the attached CD-ROM), which leads planners through the assessment process, will be most useful for local jurisdictions that have limited resources and expertise in hazardous materials emergency response planning."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO provided information on the efforts of federal, state, and local governments and the chemical industry to prepare for and respond to chemical plant emergencies, focusing on actions taken since the December 1984 chemical accident at Bhopal, India. GAO found that: (1) there is no federal law requiring communities with chemical plants to develop emergency response plans; (2) under current law, the Environmental Protection Agency (EPA) carries out a lead role in chemical emergency preparedness activities; (3) EPA chairs a multiagency National Response Team (NRT) that coordinates emergency planning and information dissemination, provides technical assistance to state and local governments, and attempts to identify high-risk geographic areas; and (4) EPA administers the Chemical Emergency Response program, which is developing a list of hazardous chemicals and associated guidance, disseminating it to state and local governments, providing technical training and assistance, and monitoring and revising the list, as necessary. GAO also found that the Federal Emergency Management Agency: (1) is a member of NRT; and (2) has developed guidance documents to help state and local governments develop emergency operations plans. In addition, GAO found that: (1) the Coast Guard, the Department of Transportation, and the Occupational Safety and Health Administration all play important roles in NRT; (2) the three states it reviewed all have emergency response plans and require chemical manufacturers to publicize information regarding potential hazards of their operations; and (3) chemical industry associations have also implemented training, information, and emergency response programs, including the Community Awareness and Response program, which is intended to help communities prepare for chemical accidents.

Book Special Investigation Report

Download or read book Special Investigation Report written by United States. National Transportation Safety Board and published by . This book was released on 1985 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Railroad yards, unlike mainline railroad operations, are similar to fixed-site chemical and industrial plants in terms of operating procedures, populations at risk, and emergency response preparedness capabilities. Like the fixed-site chemical and industrial plants, railroad yards are permanent facilities located within the boundaries of communities and close to schools, hospitals, businesses, apartments and housing complexes. To solicit comments and potential solutions to this problem from the railroad industry; involved communities; local emergency response organizations; and local, State, and Federal governments, on July 26 and 27, 1983, the Safety Board convened a public hearing in Arlington, Virginia. Twenty-three witnesses representing these entities were brought together to identify means for minimizing the potential for catastrophic releases of hazardous materials in railroad yards and to discuss the preparedness of communities and railroad yard operators for handling such emergencies. The hearing revealed that intricate parts of the problem were the hazardous materials classification system, the packaging safeguards required for tank cars used to transport various hazardous materials, the safety of operations within railroad yards, and their relationship to the ability of yard operations and adjacent communities to protect the safety and health of employees and the public during a hazardous materials emergency. Witness testimony revealed that these areas are so intertwined that safety deficiencies in one area can negate efforts to assure safety in one of the other areas. Clearly, any solution to the problems of hazardous materials releases in railroad yards must be derived through government, industry, and community cooperation.
