Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict. Most Japanese citizens, perhaps with a bit of a chuckle, would answer that ‘average’ Japanese do not participate in politics. While political attitudes in other countries have fluctuated corresponding to social, political, and economic climates of the times; in Japan, a consistently negative view of politics has persisted since the late 1960s. Japanese citizens perceive their government much more critically than citizens of neighboring countries. While many Japanese citizens participate in specific political acts such as signing candidate support cards, attending political rallies, or directly contacting politicians, they largely do not view these activities as political participation. Kida examines why this is the case; whether there is a connection between negative views of politics and how Japanese people self-identify their political participation; how Japanese citizens attempt to exact change or influence policy; how the government engages citizens in political participation; and the relationship between citizens’ attitudes towards government and levels of political participation. Kida explores political participation on the local level, to better understand the sources of political attitudes. While participation studies have been conducted in Japan, most are centered in large urban areas, focusing on either extreme forms of participation such as protests, or concentrated on single issue participation such as the environmental or women’s movements. This book, in contrast, explores what every day ‘regular’ in the system political participation looks like in a small traditional Japanese city – using Oita, a small city in Kyushu, as a case study. It focuses especially on the role local institutions and politicians play in influencing the kinds of participation available and subsequently, the attitudes created about participation.

There is not a simple dichotomy between centralization and local autonomy: many different relationships between levels of government are possible. Reed illustrates his point in nine detailed case studies in which he analyzes the governments of three of Japan's forty-seven prefectures. Reed interviews over one-hundred officials to reveal the innovative policymaking that exists at the local level.Reed compares how each prefecture addresses pollution control, public housing, and access to the best high school education, and concludes that despite some inefficiency in the system, the results are usually very good. Japan's prefectures are important sources of governmental flexibility and responsiveness.

These relations are shown to be both complex and dynamic, and the Japanese model is revealed as one in which aspects of both central control and local autonomy have co-existed with the balance shifting graduallyover time towards the latter. The Japanese system has helped to maintain broad-based economic growth since it has at its core a strongly egalitarian fiscal transfer mechanism. At the same time, it has proved to be consistent, to a much greater extent than previously recognized, with politicaldevelopment, or progress in the attainment of such political values as liberty (personal rights) and equality (broad participation in public affairs) for individuals and communities. This is because the national government has proved flexible enough to accommodate, although not always with grace oralacrity, citizen concerns about the quality of life. The Japanese approach to intergovernmental relationships has also been successful in solving coordination problems which often arise between local and central government units and in building capacity to support greater and effectivedecentralization. Coordination problems have been handled through a variety of mechanisms including the practice of agency delegated functions, while local capacity issues have been addressed through such practices as the exchange of personnel across different levels of government and the use ofattractive compensation and training packages to recruit and retain local staff. The Japanese experience thus provides an example of gradual and guided decentralization based on shared responsibilities between local and central governments for mobilizing, managing, and spending public resources inthe pursuit of sustainable development.

Book excerpt: Environmental issues stretch across scales of geographic space and require action at multiple levels of jurisdiction, including the individual level, community level, national level, and global level. Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. Demonstrating that bridging policy gaps between local action, national policy and global strategies is potentially a way of reinventing environmental policy, this book will be of interest to students and scholars of Environmental Studies, Environmental Politics and Japanese Politics.
