The novelty is the consequent treatment of topological and differentiable loops as topological and differentiable sections in Lie groups. The interplay of methods and tools from group theory, differential geometry and topology, symmetric spaces, topological geometry, and the theory of foliations is what gives a special flavour to the results presented in this book. It is the first monograph devoted to the study of global loops. So far books on differentiable loops deal with local loops only. This theory can only be used partially for the theory of global loops since non-associative local structures have, in general, no global forms. The text is addressed to researchers in non-associative algebra and foundations of geometry. After reviewing the development of regulation in the run-up to liberalisation, the author identifies the methods used to direct the liberalisation process and tests their validity in the post-liberalisation context. A critical analysis is made of the claim that competition law will offer sufficient means to regulate the sector in the future. Particular emphasis is given to the way in which EC Competition Law changed in the 1990s using the essential facilities doctrine, an expansive non-discrimination principle and the policing of cross-subsidisation to tackle what were then thought of as regulatory matters. Also examined within the work is the procedural and institutional interplay between competition law and telecommunications regulation. In conclusion, Larouche explores the limits of competition law and puts forward a long-term case for sector-specific regulation, with a precise mandate to ensure that the telecommunications sector as a whole fulfils its role as a foundation for economic and social activity.

Such exotic structures of algebra as quasigroups and loops were obtained from purely geometric structures such as affinely connected spaces. The notion ofodule was introduced as a fundamental algebraic invariant of differential geometry. For any space with an affine connection loopuscular, odular and geoodular structures (partial smooth algebras of a special kind) were introduced and studied. As it happened, the natural geoodular structure of an affinely connected space al lows us to reconstruct this space in a unique way. Moreover, any smooth ab stractly given geoodular structure generates in a unique manner an affinely con nected space with the natural geoodular structure isomorphic to the initial one. The above said means that any affinely connected (in particular, Riemannian) space can be treated as a purely algebraic structure equipped with smoothness. Numerous habitual geometric properties may be expressed in the language of geoodular structures by means of algebraic identities, etc.. Our treatment has led us to the purely algebraic concept of affinely connected (in particular, Riemannian) spaces; for example, one can consider a discrete, or, even, finite space with affine connection (in the form ofgeoodular structure) which can be used in the old problem of discrete space-time in relativity, essential for the quantum space-time theory.

In addressing Quality of Service (QoS), it introduces the notion of delay not exceeding an upper limit, termed the bounded delay, to measure the Quality of Service in VoIP networks. Queuing models are introduced to measure performance in terms of bounded delays. Closed form solutions relating the impact of bounding delays on throughput of VoIP traffic are provided. Traffic that exceeds the delay threshold is treated as lost throughput. The results addressed can be used in scaling resources in a VoIP network for different thresholds of acceptable delays. Both single and multiple switching points are addressed. The same notion and analysis are also applied on jitter, another important indicator of the VoIP QoS This book also develops a pricing model based on the Quality of Service provided in VoIP networks. It presents the impact of quality of VoIP service demanded by the customer on the transmission resources required by the network using an analytical approach. In addition, it extends and applies the delay throughput analysis developed for VoIP networks in assessing the impact of risks constituted by a number of transportation channels, where the risk associated with each channel can be quantified by a known distribution. Finally, the book explores areas for future research that can be built on the foundation of research presented.

In this book, Naftel and Spiwak review U.S. and European competition and regulatory initiatives post-WTO and provide both a useful roadmap to today's U.S., EU and WTO telecoms regulation and an examination of various case studies to illustrate their points. In so doing, the authors discover unfortunately the sad reality that, despite the political rhetoric, regulators on both sides of the Atlantic have eschewed innovative and indeed productive solutions to create a market structure conducive to long-term competitive rivalry.
