Previous studies have shown that the current loan-to-value ratio (CLTV) is the most important determinant of LGD. This paper establishes another linkage which is between the house price cycles before the time of mortgage origination and LGD. The empirical analysis is based on a large loan-level sub-prime residential mortgage loss dataset from 1998 to 2009. Results show that house price history has a long memory in explaining LGD. Its explanatory power far exceeds the original LTV and other loan characteristics. This paper offers a countercyclical view of LGD risk. The model can be combined with a default probability model to serve as a regulatory prudential tool. Such a tool provides a solution to the inherent procyclical bias in BASEL II capital requirements, and can contribute to the safety and soundness of banking institutions.

But unlike other markets, the housing market is able to profoundly transform the socioeconomic structure and the image of a city. Very often, changes in urban space are the result of the imperceptible operation of a multitude of micro-transformations which act with such great energy and decisiveness that they can transform the ‘DNA’ of entire urban neighborhoods. These qualitative novelties, unpredictable and non-deducible on the basis of the previous properties, are defined emergences. Namely emergence means a ‘pattern formation’ characterized by a self-organizing process driven by non-linear dynamics. This book explores housing market emergence in light of three different phenomena: search for housing, social polarization, and gentrification. The book is divided into two parts. The first part presents contributions on modelling emergence of different phenomena, formalised in multi-agent systems. The second part gathers empirical research and analyses aimed at supporting the findings of the models.

She was the founder and inaugural Director of this world class Research Centre for more than sixteen years, and also a co-founder of the International Microsimulation Association (IMA) and served as the inaugural elected president of IMA from 2004 to 2011. She is a fellow of the Academy of the Social Sciences in Australia. She has more than 300 publications including several books in microsimulation modeling.

American and W. -German economists interested in analyzing the structure and functioning of housing markets, and the impacts of govern mental policies on these markets. Such an interaction turns out to be fruitful in several respects. Unquestionably, German economists can learn a lot from the high level of sophistication exhibited in much of the American literature. However, this is not a one way road of learning and the adoption of concepts, for the following reason. Most of the analysis presented in that literature hinges on the use of the standard microeco nomics textbook tools. Now, even a casual observation of housing markets in European countries reveals that behavior and conduct in these markets do not follow the assumptions presumed in this mode of analysis, which calls into question the uncritical employment of that tool kit. This has important consequences for policy analysis and indeed, for some principal attitudes towards housing policy, and points sharply to the need for developing analytical concepts that take up more of the pecul iarities of housing market behavior and conduct. While such a develop ment may be particularly warranted in view of European housing markets, we maintain this to be the case in view of the American housing market as well.

The crux of this view is that cities are created by differentiated actors involved in individual, small-scale projects interacting in a complex way in the urban development process. This 'bottom up' approach to urban modeling not only transforms our understanding of cities, but also improves our capabilities of harnessing the urban development process. For example, we used to think that plans control urban development in an aggregate, holistic way, but what actually happens is that plans only affect differentiated actors in seeking their goals through information. In other words, plans and regulations set restrictions or incentives of individual behaviour in the urban development process through imposing rights, information, and prices, and the analysis of the effects of plans and regulations must take into account the complex urban dynamics at a disaggregate level of the urban development process. Computer simulations provide a rigorous, promising analytic tool that serves as a supplement to the traditional, mathematical approach to depicting complex urban dynamics. Based on the emergent paradigm of complexity, the book provides an innovative set of arguments about how we can gain a better understanding of how cities emerge and function through computer simulations, and how plans affect the evolution of complex urban systems in a way distinct from what we used to think they should. Empirical case studies focus on the development of a compact urban hierarchy in Taiwan, China, and the USA, but derive more generalizable principles and relationships among cities, complexity, and planning.

There is an unavoidable logical relationship between planning, law, and property rights. However, planning by law and property rights is so familiar and taken for granted that we do not think about the theory behind it. As a result, we do not think abstractly about its strengths and weaknesses, about what can be achieved with it and what not, how it can be improved, how it could be complemented. Such reflections are essential to cope with current and future challenges to spatial planning. This book makes the (often implicit) theory behind planning by law and property rights explicit and relates it to those challenges. It starts by setting out what is understood by planning by law and property rights, and investigates - theoretically and by game simulation - the relationships between planning law and property rights. It then places planning law and property rights within their institutional setting at three different scales: when a country undergoes enormous social and political change, when there is fundamental political debate about the power of the state within a country, and when a country changes its legislation in response to European policy. Not only changing institutions, but also global environmental change, pose huge challenges for spatial planning. The book discusses how planning by law and property rights can respond to those challenges: by adaptive planning), by adaptable property rights, and by public policies at the appropriate geographical level. Planning by law and property rights can fix a local regime of property rights which turns out to be inappropriate but difficult to change. It questions whether such regimes can be changed and whether planning agencies can make such undesirable lock-ins less likely by reducing market uncertainty and, if so, by what means.
