Book Public Administration and Local Government in Zimbabwe

Download or read book Public Administration and Local Government in Zimbabwe written by George Makunde and published by . This book was released on 2019 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Public Administration and Local Government in Zimbabwe, veteran civil servant George Makunde highlights the connections between colonial legacies in Africa and the performance of modern local governments in the delivery of citizen services. The book notes interlocking exigencies that have influenced the behavior and characteristics of local authorities within the colonial context of their past governments and compares them to analogous local governments across the continent. A presence founded in the colonial interest in independent African governments has implied that local administrations have striven to deliver their services while attempting to untangle colonial structures by introducing transformative agendas since independence. These efforts evolve within the quest to undo colonial injustices imposed by European rule, a legacy that endures in de facto systems of dual governance. What used to be the battle between races, the colonizers and the colonized, has now transformed into the battle between the rich and the poor, elites and non-elites. Overall, the provision of civic services (water, road infrastructure, public safety, sanitation) illustrates the relationships that persist in local government administration. The book overall portrays local government performance in Zimbabwe as a case study to reveal the bigger picture across Africa.

Book Challenges to Urban Democratic Governance in Zimbabwe

Download or read book Challenges to Urban Democratic Governance in Zimbabwe written by Jephias Mapuva and published by Cambridge Scholars Publishing. This book was released on 2014-06-30 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: Challenges to Urban Democratic Governance in Zimbabwe is a result of a study on urban governance in Zimbabwe focusing particularly on local councils and how special interest councillors are appointed by the Minister responsible for local government. The book establishes the extent to which the practice of appointing special interest councillors in terms of section 4 A of the Zimbabwe Urban Councils’ Act (2008) promotes, or hinders, democratic urban governance. The text investigates various different legislative instruments in order to present a normative framework on the best practices in democratic urban governance. A cross section of 20 urban councils was studied to establish a suitable level of accountability and consistency, as well as to provide an understanding of transparency in the appointment of special interest councillors. Among the findings of this book, it is noted that there is a high level of partisanship in the appointment of special interest councillors, especially of those who have lost in the local government elections but belong to the same political party as the Minister of Local Government, who, in this case, is empowered by law to make such appointments.

Book Citizen Participation and Local Governance

Download or read book Citizen Participation and Local Governance written by Jephias Mapuva and published by Cambridge Scholars Publishing. This book was released on 2020-05-22 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book attempts to bring out the propensity with which civil society can influence citizens’ behaviour towards issues that affect their lives. The author argues that local authorities should strive to serve their constituencies they do not have the prerogative to make arbitrary decision of issues that affect their localities but should endeavour to incorporate contributions from the very people who they are supposed to serve. Through the formation of community-based institutions, like residents’ association, citizens can be able to speak with one voice, thereby buttressing their propensity to engage the local authority. Accordingly, in this book, the author makes attempts to highlight how a Resident Association has engaged the Harare City Council to provide improved service delivery and at the same time exhorting the local authority to incorporate input from ratepayers on how best services could be improved within the City of Harare and to allow citizens to have their destiny into their own hands. The book would be of interest to students of local governance, those in the civics, politicians as well as general practitioners and the casual reader. The author intends to make this book part of a series of editions on the intensification of Local Governance and how best citizens can participate in local authority decision-making processes.
