Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part 11 deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. Book excerpt: Excerpt from Popular Government, Vol. 16: September-October 1949 The question of home rule was be fore Congress early this spring when the legislators considered and ap proved an amendment to the new rent control bill which gives to local units of governments the power to de-con trol rents. The so-called home rule provision outlined three ways in which communities may end federal controls. The Governor of 'a state may notify the Housing Expediter that his state will replace federal rent controls with adequate state controls, in which case federal controls will end on the date that state control becomes effective. SO far no state has taken advantage of this opportunity. The Housing Expediter will end federal rent controls in a state 15 days after notification of passage of a state law declaring that federal rent control is no longer necessary in that state. Ou ly the Nebraska legislature has voted for statewide de-control of rents. Four states - Iowa, Tennessee, Oklahoma and North Carolina - have turned down de-control bills. The govern ing body of a city, town or village may find, after a public hearing, that rent control is no longer necessary in their community. If their resultant resolu tion is approved by the Governor, con trols in that area will be lifted. This has been the most popular method of de-control, 16 cities and towns mainly in the south and southwest having used it. Eleven cities have submitted resolutions which Gover nors are still considering, and the resolution of one town, in Virginia, has been vetoed by Governor Tuck. Book excerpt: This book addresses two issues related to the structure of local government: the determinants of consolidation and the potential impact of consolidation on local government spending. This is a narrow undertaking and leaves important elements of local government reform for future analysis. The study's primary foci are examining the factors that influence city-county consolidation, considering the impact of city-county consolidation on local government spending, and estimating the potential savings that could result from the scale economies and efficiency gains from consolidating local government units. While other regions of the United States are considered in this study, but the analysis focuses primarily on the Midwest where population declines and changes in the employment base and state policies (such as property tax caps in Indiana) have had dramatic effects on the fiscal viability of local governments. The current economic climate, along with policy changes related to property tax restructuring in many states, has led to substantial reductions in local governments' budgets. As a result, many local governments are in crisis and are considering some level of consolidation. Statistical methods and data on consolidation referendum attempts in the United States since 1970 are used to test whether governments that have consolidated (i.e., voters approved the consolidation referendum) had higher spending prior to their consolidation (as measured by local government employment rates, payrolls, and expenditures) compared to the average local government in the state. The effects of city-county consolidation are explored; using consolidation referendum data, the impact of consolidation on local government employment rates, payrolls, and expenditures is examined. The influence of consolidation on economic development is also investigated with some interesting results. The study also used two methods to estimate the savings from government consolidation and presents aggregate models to examine the potential savings from economies of scale and efficiency improvements. The book also helpfully provides a helpful discussion of the economies of scale and efficiency for several functional areas, including police and fire protection, sewerage, solid waste, public welfare, administration, health, education, and libraries. This book will be an essential resource for political scientists and policy makers interested in American government. Written in a highly accessible manner, it will also be a valuable read for students and general readers.

The number of important enterprises which claimed his attention is a significant index to the ability and forceful character of the man. The greater part Of the St. Louis Southwestern Railway Company was built under the man agement of Mr. Fordyce and for sixteen years he resolutely maintained and developed the property in the face of repeated setbacks, steadily overcoming each Obstacle with the sturdy courage of his Scotch ancestors. Some idea of his labors in this connection may be gained from a recapitulation of his services; vice president and treasurer Of the Texas St. Louis Railway for the three years ending April, 1885, receiver, April, 1885 May, 1886, president Of the same road reorganized under the name Of the St. Louis, Arkansas Texas Railway, from 1886 to 1889; receiver, 18891-1890, president, under the new title of the St. Louis Southwestern Railway Company, from 1890 to 1898.
