Book excerpt: This uniquely written and enterprising book reasons that local authorities are created to play two essential roles, namely: (i) service rendering, which is a utilitarian consideration, and (ii) democracy, which is a civic consideration. The utilitarian dimension entails the efficient and effective rendering of services to citizens. It has a bias for recipient-citizens, but also recognizes the fact that citizens, in turn, have an obligation to pay for these services. The civic consideration deals with the values of participation, representation, local autonomy, responsiveness, and fairness. It entails commitment and participation of citizens in the decision-making processes of local government--or contribution of ideas. In this book, Alexius Amtaika develops a compelling form of growing body of knowledge and literature which contend that an effective local government is vital for the provision of goods and services, in partnership with communities, in order to allow the communities themselves to lead healthier and happier lives. He tailors together conceptual issues, classical historical facts, various legislations and empirical data into a single coherent argument, and stresses that the challenges facing local government in South Africa today are historical and systemic, embedded in, and inherited, from the British colonial government's Westminster Model, which was first introduced into South Africa in 1806 and passed on to, and adopted by, various governments in South Africa. He stresses that the changes that took place in South Africa in 1994 were structural changes, and that these change altered fundamentally the structures of old the apartheid government, but maintained the Westminster Model System of governance and government, which has been in place since the beginning of the 19th Century. His case is animated by provocative discussions of topical issues, such as freedom, equality, order, nation-building, democracy, development, leadership, elections, and service delivery. In many developing countries conventional wisdom concluded that development is best achieved through a centralised development strategy. The failure of this centralised development strategy has brought about the emergence of decentralisation to local government as one of the means to turn the tide of underdevelopment. This book presents decentralisation not only as a manifestation of 'good governance', but also as an indispensable tool towards development. The central question, however, is the following: how should the transitional state convert this into constitutional and legal arrangements? The author proposes a model for capturing the developmental role of local government in institutional arrangements. The new design for local government, put forward in South Africas 1997 Constitution, is based on the notion that local government should be the epicentre of development. This has prompted the author to use this South African concept as well as the first experiences with the implementation of the new local government dispensation as a case study.The importance of the book thus lies in the fact that it produces an institutional model for developmental local government that is not only based on development and decentralisation theories but is also tested in practice. It is hoped that those with an interest in the role of the state in development will find the arguments and conclusions useful. The book also provides a comprehensive overview of the South African design for local government, which is of interest to lawyers, policy makers and other parties involved in the implementation of the South African decentralisation strategy. Jaap de Visser teaches public law at the Law Faculty of Utrecht University in the Netherlands. Until the end of 2002, he worked as a researcher for the Community Law Centre (University of the Western Cape), specialising in local government law.

In the early twentieth century, many urban reformers claimed these structures would make city government more responsive to the popular will. But on the whole, the effects of these reforms have been to make citizens less likely to vote in local elections and local governments less representative of their constituents. How and why did this happen? Ariane Liazos examines the urban reform movement that swept through the country in the early twentieth century and its unintended consequences. Reformers hoped to make cities simultaneously more efficient and more democratic, broadening the scope of what local government should do for residents while also reconsidering how citizens should participate in their governance. However, they increasingly focused on efficiency, appealing to business groups and compromising to avoid controversial and divisive topics, including the voting rights of African Americans and women. Liazos weaves together wide-ranging nationwide analysis with in-depth case studies. She offers nuanced accounts of reform in five cities; details the activities of the National Municipal League, made up of prominent national reformers and political scientists; and analyzes quantitative data on changes in the structures of government in over three hundred cities. Moreover, Americans express great confidence in their municipal governments. But is this confidence warranted? Using big data and a representative sample of American communities, this book provides the first systematic examination of racial and class inequalities in local politics. We find that non-whites and less-affluent residents are consistent losers in local democracy. Residents of color and those with lower incomes receive less representation from local elected officials than do whites and the affluent. Additionally, they are much less likely than privileged community members to have their preferences reflected in local government policy. Contrary to the popular assumption that governments that are “closest” govern best, we find that inequalities in representation are most severe in suburbs and small towns. Typical reforms do not seem to improve the situation, and we recommend new approaches.

Book excerpt: Like several other southern states, South Carolina's political tradition has pri-marily been that of its Democratic party: between 1920 and 1950 no Republican candidate for governor, the U.S. Senate, or U.S. House of Representatives received more than 5 percent of the popular vote. In discussing the state's history, Blease Graham Jr. and William V. Moore show how internal politics have traditionally been determined by race, class, and region, with an unusually wide acceptance of aristocratic rule. The uncompromising John C. Calhoun, one of South Carolina's most famous congressmen, warning of the dire consequences of giving way to democracy, led the state as the first to secede from the union in 1860. After the war, with a new constitution, South Carolina's government became more democratic; however, "Pitchfork" Ben Tillman, through his agrarian Reform Party, appealed to white Democrats and small farmers in an effort to eliminate all but whites from the state's politics. The Civil Rights movement, industrial renovation, and shifts in South Carolina’s economy have gradually altered the state's political culture. The racist politics of the post-Civil War era have slowly been chipped away by federal and state initiatives. Long dominated by its legislature (itself often dominated by alumni in Congress), state government has gradually accorded more power to the governor. No less significant, South Carolina has gradually relinquished its antipathy toward the federal government, recognizing the need for cooperation. Despite changes, the direction of state policy continues to be primarily in the hands of the business elite. South Carolina Politics and Government outlines the ways that South Carolinians and their long-standing traditionalistic political culture will continue to be challenged by economic and social changes in the future. Besides providing the historical background of South Carolina's society and government, Graham and Moore review recent elections and party competition; the state's legislative, executive, and judicial branches; and policies in areas relating to local government, education, and public safety.
