Book excerpt: Excerpt from Local Government in the Maritime Provinces Out of the territory east of the Penobscot and south of the St. Lawrence were carved the three Maritime Provinces of Nova Scotia, New Brunswick and Prince Edward Island. The F reneh called the district Audio, and the Scottish King of England, in his grant to Sir William Alexander in 1601, Nova Scotia. The Isle of St. Jean (now Prince Edward Island) was granted a separate government in 1769, but was not renamed until 1799 after the visit of Prince Edward. The Loyalists on the river St. John, exasperated by delays in the issue of land patents and by apparent neglect, demanded and got separation from Nova Scotia in 1784 and in the name of the new province the House of Brunswick was honoured.' In 1784 the island of Cape Breton was granted a separate government, but was reannexed to Nova Scotia in 1820. The indispensable foundation for any study of local governing bodies is an investiga tion of their own official records. We have found the manuscript minutes of the Parish Vestries and the primitive accounts of the parish officers - sometimes dating back four and even five centuries - a storehouse of facts and figures, and deserving both of more careful preservation and of more extensive publication than they have yet been favoured with. The voluminous Order Books and Sessions Papers of the Courts of Quarter Sessions in the different counties constitute precious materials for the social historian, whilst the scantier records of Petty and Special Sessions, and the manuscript diaries of Justices of the Peace, yield even more intimate knowledge than the formal records of the larger bodies. The Rolls of those Manors which still continued to do Local Government work go far to elucidate the manuscript minutes of the innumerable Courts and assemblies of which the Municipal Corporations of the period were made up. We broke ground that was quite new to us when we explored the proceedings of the Courts of Sewers, the Street Commissioners, the Turnpike Trustees, and the Incorporated Guardians of the Poor. To go through these local archives, all of which were indispensable to our task, has involved many a sojourn in provincial centres from Newcastle to Plymouth, and journeys innumerable into the remotest corners of England and Wales. Book excerpt: Excerpt from English Local Government: The Story of the King's Highway At the beginning of the year 1913 the Story of the King's Highway - an account of how, in England and Wales, the roads have actually been made and managed, from the earliest times down to the present day - may claim a certain topical interest. The advent on the roads of the automobile and the motor omnibus is producing effects, both on public opinion and on administration, which are curiously parallel to those produced, three centuries ago, by the coming in of the carriage and the waggon. The "New Users" of the roads in the seventeenth and eighteenth centuries, whose aggressions on the pedestrians and on the road surface were made the subject of persistent complaint in their day, are now themselves resenting the quite analogous aggressions of the "New Users" of the roads in the twentieth century. A hundred years ago, as our eighth chapter relates, the country was saved by "Pontifex Maximus Telford" and "Macadam the Magician." We do not find ourselves able to foretell the name of our twentieth-century deliverer, nor even the message that he will bring, or the office that he will hold! We limit our suggestions or predictions to the last two pages. The Story of the King's Highway seems to us worth telling as a study in administration. Book excerpt: Excerpt from Local Government and Taxation: A Few Suggestions for Organization and Improvement We are not without authority for believing that the subject of Local Government and Taxation will, at an early date, be brought before Parliament with a view to legislation. Mr. Gladstone's Government, had they remained in office, would have met Parliament pledged to bring forward, during the past Session, a measure of reform; and the present Administration has given emphatic expression to its sense of the shortcomings of our present system, Sir Stafford Northcote having, in his Budget speech of the 17th of April, summed up its defects under three heads: It is said, he observes, in the first place, that there are Imperial services which are charged exclusively or in undue proportion on local resources. It is said, in the second place, that the area of rating is not fair, and that many classes of property, including the very important class of personalty, are exempted from the burdens which are borne for the benefit of all kinds of property, the owners of personal property among the rest. And there is also a third complaint, coming, perhaps, from rather different quarters from those from which we hear most of these complaints made - viz., that our system of Local Taxation is bad and uneconomical, because we have a bad system of management, a bad system of administration, and an improper division of the country into local districts. Amongst matters of general public importance which can hardly be considered apart from the question of Local Government, the necessity of a reform of local taxation is generally admitted, and there are now before the country proposals for allotting a part of the national taxes in relief of local expenditure, for reducing the charges on real pro perty and for apportioning the payment of rates between the landlord and tenant of agricultural land, for establishing a system of free elementary education, for establishing free libraries and other similar public institutions, for dealing with the allotment question and for creating a peasant proprietory, for giving to local elective bodies or to a direct popular vote the control of the sale of intoxicating drinks, and many others, none of which can be properly dealt with except in connection with the reform of Local Government.
