In Missouri there were only colored persons to white. In Tennessee there were colored to white, and three counties had more colored than white. In Arkansas there were colored to white, and in the fourteen counties possessing a majority Of colored out of seventy-eight counties of the State there were white to colored. Texas, thanks in part to a systematic and determined effort in some portions of the State to keep. Out all colored people, had only colored to white, and in only fifteen coun ties Out of two hundred and forty do the colored predominate, with to whites. In twenty-nine counties, with whites, no colored are reported in the census. In eleven others, with whites, there is only one colored person to a county. In one of these, as a resident informs me, there are numerous signboards with the inscription, Mr. Darkey, don't let sundown find you in this county! The school of Socialists, very influential in this country in the past, which devoted its principal attention to the development of the "municipal enterprise" of a generation ago, has been, then and since then, freely denounced and contemned as advocates of mere "gas and water Socialism." Perhaps, from one point of view, the criticism was just; for it was easy for the local Labour councillor, keenly conscious of the responsibilities of his office and somewhat overwhelmed by the mass of administrative detail in which he found himself involved, to forget all about the wider issues of Socialism, and to devote himself entirely to his efforts to improve the housing, sanitation, and services and amenities of his native town within the limitations imposed by the present economic and political system. But, if the criticism was in some measure justified, certainly in some quarters the reaction has been allowed to proceed too far, so as to obscure the fundamental importance of the work upon which the local Labour councillor is engaged. For Local Government is a matter of primary concern, above all to the Labour Movement, not only on account of the immediate services which it is capable of performing, but also because of the place which it can be made to assume in a reorganized social system. To be successfully used, it must be regarded as one of those "thin" books which are necessarily supplemented by earnest and competent instruction. It is a book of texts - as every true text-book should be. Such matters as are peculiarly liable to change have been avoided, or touched as lightly as possible; the intention being to sketch the groundwork only - that which may be regarded as reasonably permanent. In order to prevent possible confusion by reason of too many details, and to place the remuneration for public service where it belongs - subordinate to the service itself - no definite salaries have been stated. As far as it has seemed desirable, the language of the statutes has been used. As the purpose of the work is simply to report the present facts of local government, there is very little criticism; very few words as to what such government ought to be. Such criticism and discussion might be very properly considered out of place in the common schools of the State. Suggestions that look to improvements or corrections in future editions will be welcomed. The appreciation of those received during the past four years is shown by their appearance in this revision. As there was but one motive in undertaking the task of preparing this manual, so there should be but one in using it - an earnest, desire to advance good citizenship in this imperial Commonwealth. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part 11 deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense.
