Book excerpt: The unfair distribution of resources and lack of opportunities for rural inhabitants have created urban-rural poverty gaps in Colombia. This scenario has impacted on the rural youths perceptions, who consider that the life in the countryside inhibits their social mobility. However, with the aim of improving the efficiency of resources delivery in the different regions, decentralization process in Colombia started in 1986. The case of study in this research is the rural municipality of Suan, located in the Atlantico Department. Different factors evidence the vulnerability of the youth in this municipality, which may constrain or reflect their capacity to aspire. This dissertation attempts to discover how the local government can influence the development of the capacity to aspire of the youth in the municipality of Suan, Atlantico in the Colombian Caribbean. In order to answer this question, three specific objectives are stablished. The first objective is to analyze the changes in the development of aspirations of the youth since the decentralization process started 30 years ago. The second is to find the impact that governments actions have had on the capacity to aspire of the youth in Suan, Atlantico. Third, I aim to determine the appropriateness of the programs implemented by the government for the development of the capacity to aspire of the youth in Suan. For the purpose of answering these questions, focus groups and individual interviews were conducted in Suan with young people and adults. This research confirms that the young poor do aspire; however, their little access to economic, social and cultural resources blur their capacity to aspire, that is, their capacity to contemplate a future, and conceive that they are capable to create it. Changes in the nature and level of aspirations were observed among the current youth and the youth of the late 1980s in Suan. Young people are now facing less constraints and more boosters for the development of their capacity to aspire when compared to the former youth. Regarding that the youth in Suan have generally suffered of isolation from the broader world, their parents and family members have been their mirror, the image they have of the future. Nevertheless, nowadays this is creating certain tension as young Suaneros do not want to become exactly like their family members. Access to more information and to the broader world through different mechanism have been pivotal for this change. Moreover, the autonomy and proximity of local government have allowed the creation of new opportunities, and ways of participation. However, the results of this research also prove that the devolution process has worsen patronage and corruption structures in the town, creating exclusion and deepening the unequal distribution of the capacity to aspire. Local administration should seek sustainability of programs, more organization of resources, and the developing of youths agency. Local government must ensure the enhancement of capabilities in order to reduce aspirations gaps, and further prevent aspirations failures. It is pivotal that local government in Suan keeps working for increasing the access to higher education, and supporting the work of the Coordination of the Youth in order to promote youths inclusion in participatory processes. It is important to enhance the capacity to aspire of the youth to generate new paths towards development.

Book excerpt: We study the direct and spillover effects of local state capacity using the network of Colombian municipalities. We model the determination of local and national state capacity as a network game in which each municipality, anticipating the choices and spillovers created by other municipalities and the decisions of the national government, invests in local state capacity and the national government chooses the presence of the national state across municipalities to maximize its own payoff. We then estimate the parameters of this model using reduced-form instrumental variables techniques and structurally (using GMM, simulated GMM or maximum likelihood). To do so we exploit both the structure of the network of municipalities, which determines which municipalities create spillovers on others, and the historical roots of local state capacity as the source of exogenous variation. These historical instruments are related to the presence of colonial royal roads and local presence of the colonial state in the 18th century, factors which we argue are unrelated to current provision of public goods and prosperity except through their impact on their own and neighbors' local state capacity. Our estimates of the effects of state presence on prosperity are large and also indicate that state capacity decisions are strategic complements across municipalities. As a result, we find that bringing all municipalities below median state capacity to the median, without taking into account equilibrium responses of other municipalities, would increase the median fraction of the population above poverty from 57% to 60%. Approximately 57% of this is due to direct effects and 43% to spillovers. However, if we take the equilibrium response of other municipalities into account, the median would instead increase to 68%, a sizable change driven by equilibrium network effects. This Element develops a conceptual framework regarding the basic political conditions that enable the state to take effective policy actions. This framework highlights the government's challenge to exert proper authority over both its citizenry and itself. It concludes by analyzing the European state development process relative to other world regions. This analysis characterizes the basic historical features that helped make Western Europe different. First, Latin American state leaders chose to attempt concerted state-building only where they saw it as the means to political order and economic development. Fragmented regionalism led to the adoption of more laissez-faire ideas and the rejection of state-building. With dominant urban centers, developmentalist ideas and state-building efforts took hold, but not all state-building projects succeeded. The second plank of the book's argument centers on strategies of bureaucratic appointment to explain this variation. Filling administrative ranks with local elites caused even concerted state-building efforts to flounder, while appointing outsiders to serve as administrators underpinned success. Relying on extensive archival evidence, the book traces how these factors shaped the differential development of education, taxation, and conscription in Chile, Colombia, Mexico, and Peru.
