Book excerpt: This is the eleventh inquiry by the Committee on Standards in Public Life with this particular report reviewing the work of the Electoral Commission. The Commission itself was established as an independent statutory body on 30 November 2000, with a mandate to review or examine such matters as electoral administration, and the conduct of elections and standards of propriety in financing political parties. All these issues have been of recent public concern, and the Committee believes it is important to ask whether the Commission's current mandate, governance arrangements and accountability framework are appropriate for the purpose required of the Commission. The Committee has set out 41 recommendations, including: that the mandate of the Commission should be amended and refocused so that it has two principal statutory duties: (i) as regulator of political party funding and campaign expenditure in the UK; (ii) and as a regulator of electoral administration in Great Britain; further, that is should decentralize responsibility for monitoring and regulating campaign and constituency expenditure in Scotland, Wales and Northern Ireland to regional offices; it should report to Parliament annually on standards of electoral administration; it should have no involvement in electoral boundary matters or have a role in undertaking policy development in relation to electoral legislation; that the Commission should undertake detailed research into the scale of electoral fraud in the UK. Book excerpt: A cross-party committee of MPs warns that the rushed timetable of one of the government's flagship bills could risk restoring the public's faith in Parliament while significantly limiting scrutiny of the bill's impact. The 3rd report from the Political and Constitutional Reform Committee (HCP 437, ISBN 9780215554895) of the 2010-11 session says that for primarily political reasons, the Parliamentary Voting System and Constituencies Bill links two provisions which could have been considered separately. Of particular concern to the committee is that if either House substantially amends the rules for holding the referendum on the alternative vote, the government may have to reconsider the date of the vote or run the risk of serious administrative difficulties which could undermine the outcome. The committee stresses that voters must understand what they are voting for and that recommendations by the Electoral Commission on the intelligibility of the referendum question should be implemented. The Committee also states that the government's failure to attempt to reach cross-party consensus on its boundary reform proposals adds fuel to the fire for those claiming the bill is being brought forward for partisan motives and may embolden future governments to do the same. The committee also questions why the public is not being offered a referendum on constituency boundary reform, which significantly affects how voters are represented in Parliament. Also, while the committee agrees that there may be a case for reducing the number of MPs, it says the Government has singularly failed to make it. The impact of boundary reforms on local politics appears to have been given little or no consideration and the committee expresses concern about the potential impact of the current proposals on the ability of MPs to fulfil their responsibilities to their constituents.

Book excerpt: The Parliamentary Voting System and Constituencies Act 2011 fundamentally changed the way in which reviews of parliamentary constituencies boundaries are conducted. The new rule requiring the electorate of all but four constituencies to be within 5% of the UK average number of electors for a constituency meant that the Boundary Commissions were unable to give adequate consideration to other factors. Although there is a case for the electorates of parliamentary constituencies to be more equal than is the case at present, the Boundary Commissions must be able to take a balanced approach to various considerations-including reflecting local ties and limiting disruption to existing constituencies. If no action is taken, the next boundary review will commence in early 2016. It is recommended that the rules be changed-including relaxing the 5% rule and reversing the reduction of the number of parliamentary constituencies to 600-ahead of the next boundary review. To achieve this, the next Government should make a statement no later than June 2015 on its policy on the rules for the distribution of parliamentary constituencies. This statement should respond to the recommendations set out in this report. The Government should in July 2015 publish a draft Bill for pre-legislative scrutiny and introduce a Bill in the autumn of 2015 to receive Royal Assent by early 2016.

Available in paperback for the first time, it explores how Conservative Party activists who had opposed devolution and the movement for a Scottish Parliament during the 1990s attempted to mobilise politically following their annihilation at the 1997 General Election. It draws on fieldwork conducted in Dumfries and Galloway – a former stronghold for the Scottish Tories – to describe how senior Conservatives worked from the assumption that they had endured their own ‘crisis’ in representation. The material consequences of this crisis included losses of financial and other resources, legitimacy and local knowledge for the Scottish Conservatives. This book ethnographically describes the processes, practices and relationships that Tory Party activists sought to enact during the 2003 Scottish and local government elections. Its central argument is that, having asserted that the difficulties they faced constituted problems of knowledge, Conservative activists cast to the geographical and institutional margins of Scotland became ‘banal’ activists. Believing themselves to be lacking in the data and information necessary for successful mobilisation during Parliamentary elections, local Tory Party strategists attempted to address their knowledge ‘crisis’ by burying themselves in paperwork and petty bureaucracy.
