In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.

These trends have, if anything, intensified as China’s reform matures. Though often remarked upon, the politicsof policy formation, diffusion, and implementation at the subnational level have not previously been comprehensively described, let alone satisfactorily explained. Based on extensive fieldwork, this book explores how policies diffuse across China today, the mechanisms through which local governments actually arrive at specific solutions, and the implications for China’s political development and stability in the years ahead. The chapters examine how local-level institutions solve governance challenges, such as rural development, enterprise reform, and social service provision. However, increasingly it has been acknowledged that the major problems in guiding the Chinese economy and society towards sustainability are to be found at the local level. This book illuminates the fast-changing dynamics of local environmental politics in China, a topic only marginally addressed in the literature. In the course of building up an institutional framework for environmental governance over the last decade, local actors have generated a variety of policy innovations and experiments. In large measure these are creative responses to two main challenges associated with translating national environmental policies into local realities. The first such challenge is a policy implementation gap stemming from the absence of the state capacity necessary to the implementation of environmental measures. The second challenge refers to the need for local non-state actors to engage in environmental management; oftentimes such a participation gap contributes to implementation failures. In recent years, we have seen a multitude of initiatives within China at the provincial level and below designed to bridge both gaps. Hence, the central aim of this book is to assess these experiments and innovations in local environmental politics.This book was originally published as a special issue of the Journal of Environmental Policy and Planning.

In The Government Next Door, Luigi Tomba investigates how the goals of a government consolidated in a distant authority materialize in citizens’ everyday lives. Chinese neighborhoods reveal much about the changing nature of governing practices in the country. Government action is driven by the need to preserve social and political stability, but such priorities must adapt to the progressive privatization of urban residential space and an increasingly complex set of societal forces. Tomba’s vivid ethnographic accounts of neighborhood life and politics in Beijing, Shenyang, and Chengdu depict how such local "translation" of government priorities takes place. Tomba reveals how different clusters of residential space are governed more or less intensely depending on the residents’ social status; how disgruntled communities with high unemployment are still managed with the pastoral strategies typical of the socialist tradition, while high-income neighbors are allowed greater autonomy in exchange for a greater concern for social order. Conflicts are contained by the gated structures of the neighborhoods to prevent systemic challenges to the government, and middle-class lifestyles have become exemplars of a new, responsible form of citizenship. At times of conflict and in daily interactions, the penetration of the state discourse about social stability becomes clear.

The contention is that the active involvement of local governments in the economy has been motivated not only by a desire to seek economic benefits, but also, and more importantly, by political considerations. The political perspective emphasised in this book leads to a reassessment of the nature and effect of the role of local government in the economic growth and institutional changes in China's transitional economy. Tracing the behaviour of local government to its political origin, the book not only explains more fully the motivational sources of economic activism at the local level, but also demonstrates the contradictory ways in which local governments intervene in the economy, the internal weakness of the local state-led development, and how problems caused by politically-motivated economic intervention catalysed the privatisation of the local government-run economic sector during mid-1990s.

Book excerpt: In China, the central government has the political will to control organized crime, which is seen as a national security threat. The crux of the problem is how to control local governments that have demonstrated lax enforcement without sufficient regulation from the provincial governments. The development of prostitution, underground gambling and narcotics production has become so serious that the central government has to rely on anti-crime campaigns to combat these "three evils". This book explores the specific role of government institutions and agencies, notably the police, in controlling organised and cross-border crime in Greater China. Drawing heavily on original empirical data, it compares the both the states of the People’s Republic of China and Taiwan, as well as city-states Hong Kong and Macao. This region has become increasingly economically integrated, and human interactions have been enhanced through improved trade relations, tourism, and increased individual freedom. The book argues that the regime capacity of crime control across Greater China has been expanded through regional and international police cooperation as well as anti-crime campaigns. It suggests that a strong central state in China is necessary to rein in the local states and to prevent the risk of deteriorating into a political-criminal nexus. Focusing on regime capacity in crime control, regime autonomy from crime groups, and regime legitimacy in the fight against organized crime, this thought-provoking book will be of great interest to students and scholars of Chinese politics and criminology more broadly.
