It then proposes a theoretical framework to explain these processes, before tracing and carefully comparing recentralisation episodes in Colombia using theory-guided process tracing.

Book excerpt: The unfair distribution of resources and lack of opportunities for rural inhabitants have created urban-rural poverty gaps in Colombia. This scenario has impacted on the rural youths perceptions, who consider that the life in the countryside inhibits their social mobility. However, with the aim of improving the efficiency of resources delivery in the different regions, decentralization process in Colombia started in 1986. The case of study in this research is the rural municipality of Suan, located in the Atlantico Department. Different factors evidence the vulnerability of the youth in this municipality, which may constrain or reflect their capacity to aspire. This dissertation attempts to discover how the local government can influence the development of the capacity to aspire of the youth in the municipality of Suan, Atlantico in the Colombian Caribbean. In order to answer this question, three specific objectives are stablished. The first objective is to analyze the changes in the development of aspirations of the youth since the decentralization process started 30 years ago. The second is to find the impact that governments actions have had on the capacity to aspire of the youth in Suan, Atlantico. Third, I aim to determine the appropriateness of the programs implemented by the government for the development of the capacity to aspire of the youth in Suan. For the purpose of answering these questions, focus groups and individual interviews were conducted in Suan with young people and adults. This research confirms that the young poor do aspire; however, their little access to economic, social and cultural resources blur their capacity to aspire, that is, their capacity to contemplate a future, and conceive that they are capable to create it. Changes in the nature and level of aspirations were observed among the current youth and the youth of the late 1980s in Suan. Young people are now facing less constraints and more boosters for the development of their capacity to aspire when compared to the former youth. Regarding that the youth in Suan have generally suffered of isolation from the broader world, their parents and family members have been their mirror, the image they have of the future. Nevertheless, nowadays this is creating certain tension as young Suaneros do not want to become exactly like their family members. Access to more information and to the broader world through different mechanism have been pivotal for this change. Moreover, the autonomy and proximity of local government have allowed the creation of new opportunities, and ways of participation. However, the results of this research also prove that the devolution process has worsen patronage and corruption structures in the town, creating exclusion and deepening the unequal distribution of the capacity to aspire. Local administration should seek sustainability of programs, more organization of resources, and the developing of youths agency. Local government must ensure the enhancement of capabilities in order to reduce aspirations gaps, and further prevent aspirations failures. It is pivotal that local government in Suan keeps working for increasing the access to higher education, and supporting the work of the Coordination of the Youth in order to promote youths inclusion in participatory processes. It is important to enhance the capacity to aspire of the youth to generate new paths towards development.

Book excerpt: The efficiency and productivity of Colombia's urban system will be a key determinant in the ability of the country to transition from a middle to a higher income economy. Economic growth is strongly driven by commodities in Colombia and other Latin American countries. However, the contribution of urban activities to urban growth is non-negligible when all urban activities are added. Strengthening the roles of cities may contribute to mitigating the risks inherent to commodity intensive economies and can support a stronger resource-based manufacturing economic structure and more knowledge intensive industries. In addition, a well functioning urban system is important for quality of life in a country with a highly urban population: almost 80 percent of Colombians live in urban areas, and urbanization is correlated with poverty reduction and improved access to basic services. The Colombia Urbanization Review: Amplifying the Gains from the Urban Transition aims to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization by operationalizing the framework for urban policy developed in the 2009 World Development Report, Reshaping Economic Geography and the Bank's new Urban and Local Government Strategy, System of Cities: Harnessing Urbanization for Growth and Poverty Reduction. The review was implemented in two stages. A first stage looked at the system of cities in Colombia and identified a series of bottlenecks that limit the efficiency of the system. Three key topics were identified from the first phase diagnostics for further analysis in the second phase, in close discussion with the Department of National Planning. The three cross-cutting topics identified for a policy ‘deep dive' in phase two were:deepening economic connectivity, enhancing coordination at a regional and metropolitan scale, and fostering efficiency and innovativeness in how cities finance themselves.

Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

What conditions allow a positive response to the challenges of decentralization?This book seeks to explore these questions by examining the experience of seven medium sized provincial towns in Colombia and Chile. The overall national context is analyzed and the differences between the two countries emphasized. Colombia embarked on a process of radical decentralization, largelybecause of perceived failures of the state at the central level, while in Chile the process of change was much more cautious, since a relatively efficient central state wished to maintain tight control over reform. The effect on the development and politics of the seven cities is also described, andthe reasons for the very different outcomes assessed. Particular attention is paid to the role of the mayor and the ability to construct a local coalition for reform.
