Book excerpt: This report describes a skills exchange workshop, co-organized by Minority Rights Group International (MRG) and the Liga Pro Europa, on local governance in multi-ethnic communities in Central and Eastern Europe. Civil servants, members of minority communities, non-governmental organization (NGO) activists, and public officials from Bulgaria, Hungary, Poland, Romania, and Slovakia met to analyze the problems they encounter in their own communities and to share ideas and experiences of good practice. The workshop discussion showed that there is an underlying similarity between situations, even though diversity is also apparent. It is impossible to disassociate problems at the local level from their national and international context. Yet, because broader conflicts manifest themselves locally, there is a need to develop systems to manage and to resolve the problems through local governance and public administration. Three main themes emerged at the workshop: (1) the legal and political framework for managing inter-group relations at the local level; (2) the need to address diverse education needs; and (3) the need to ensure that socio-economic development benefits all groups within the community. The report summarizes key discussions and illustrates examples of good practice that were presented. (Includes a list of participants.) (BT)

Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.

Book excerpt: Marion Reiser, Everhard Holtmann Local independent lists as political actors are a common phenomenon on the local level in many European countries – in established Western democracies as well as in the ‘new’ democracies in Central and Eastern Europe. In some West European countries, these non-partisan groups have been an established and stable element in the local political system for decades. Ty- cally, they understand themselves as protectors of a harmonious factual political style. In their opinion, good local politics is not compatible with party politics so they consequently perceive themselves as non-parties. During the last two d- ades, presence and success of local lists have steadily increased in these co- tries. Furthermore, during the last years local lists emerged also in countries which had been formerly fully party-politicised on the local level. Explanations offered for these developments are often based on the observation of a general decline of trust in established parties and politicians. Hence, it has been argued that the disenchantment with political parties is a fertile ground for local lists. For the Central and East European countries, this argument can be - ployed only to a certain extent. Local lists established themselves in the early 1990’s as important actors on the local level especially due to a lack of party organisation in the process of democratic consolidation.
