Book excerpt: The Local Government Development Framework (LGDF) is a local governance performance measurement and monitoring tool based on government-citizen collaboration. Developed by RTI International, the LGDF provides for the establishment of demand-driven benchmarks and participatory assessments for the improvement of local governance, service delivery in particular. The paper presents the development-project origins of the LGDF beginning in the 1980s, comparatively examines LGDF’s strengths and weaknesses, and provides a step-by-step discussion of its utilization. Four developing countries in which the LGDF has been applied serve as examples. The LGDF involves, first, the establishment of performance benchmarks for the priority functions of the local government. Second, local officials and community stakeholders come together to collaboratively assess and score progress toward achieving the benchmarks. Third, local officials working with stakeholders develop action plans for achieving priority objectives. Finally, the process is regularly repeated to identify areas of improvement and future capacity-building needs. Successful implementation of the LGDF, we conclude, requires leadership, well-aligned political incentives, proper design and implementation, and dedication to the process. Yet it has withstood the test of time and proven to be an effective tool for bringing government together with the community to achieve local development objectives.

In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics.The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

The Governance of Local Communities: Global Perspectives and Challenges is about the role that ideas, institutions, and actors play in structuring how people govern local communities and, more specifically, the types of adaptations necessary in local government roles and responsibilities, structures, and processes to effectively respond to a changing local government environment. Global changes require that we rethink local governance. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.
