Available in PDF, EPUB and Kindle. Book excerpt: In the United States, sub-national state policies play outsized roles in renewable energy policy. Vermont is considered a leader in renewable energy transitions, exemplified by its goal of a 90% reduction in greenhouse gas emissions by 2050. While scholars have praised Vermont's transition policies, few studies analyze it using energy justice or just transition principles. This is a crucial omission, as justice in energy transition has both moral and instrumental importance -- unjust transitions may thwart themselves by failing to achieve widespread societal support. I make initial contributions to this study using original research conducted as a member of an environmental justice partnership. First, I find that policy ignores the opportunity provided by household transition benefits to mitigate energy vulnerability, benefiting wealthy property owners instead. The same policies also appear to impact public energy governance processes, marginalizing energy vulnerable households. As an alternative, I suggest policy frameworks which characterize energy a public good. Second, I analyze discourses in Vermont's renewable energy planning documents, as well as interview discourses about Vermont's renewable energy transition, to study how these policies prevent and/or encourage just transition politics. I compare these visions against those in just transition literature, finding marginal overlap. I conclude that Vermont energy transition discourses largely prevent just transition by assuming a neoclassical economic vision. I suggest just transition advocates may use of marginal overlap to advance rhetorical claims, but that further research into what fosters the small number of existing just transition discourses in Vermont is needed.

Book excerpt: Recent United States energy efficiency and renewable energy (EERE) development has transformed state energy governance in the past decade. After restructuring, a new type of energy efficiency and renewable energy administration was established to coordinate resources and networks across state and local jurisdictions. Research into these administrations’ essential role in coordinating resources, information, and networks among stakeholders across sectors can improve our understanding of these new administrations and their network in the current state energy governance. ☐ This dissertation applied both qualitative and quantitative methods to study how independent state EERE administrations developed and collaborated with public sector, private sector, and civil society stakeholders on EERE programs and policies. The conceptual framework in the second chapter presents a general picture for state energy governance that centers on the independent state EERE administration and their governance networks, which include actors across different sectors of society. ☐ The quantitative analysis in the third chapter examines if there is a correlation between the presence of these state administrations and the adoption of new state EERE policies. I construct an Event History Analysis model to estimate the relationship between the presence of a state EERE administration and the adoption of Property Assessed Clean Energy (PACE) enabling legislation from 2008 to 2013. Results from the event history model show that the existence of a state EERE administration significantly correlated with PACE-enabling legislation adoption. ☐ The case study analyses in the fourth chapter illustrates a detailed governance network for the two independent state EERE administrations, The Energy Trust of Oregon and Efficiency Vermont, and discusses the purpose of their collaborations with different stakeholders for their program operations in each state. ☐ Both the quantitative and qualitative analyses contribute to conceptualizing the independent state EERE administration model and its governance network. By focusing on the independent EERE administration and explaining how this administration structure developed its network, this dissertation connects two strands of state-level energy governance research pertaining to energy administration structure and governance networks.

Book excerpt: Society's dependence on fossil fuels, spawned during the industrial revolution of the 19th century, increased the physical isolation between the sites of energy consumption, and sites of energy production. Rapid population growth and urbanization following this period gave rise, in the 20 th century, to concerns around the impact of humans on the environment. These concerns precipitated an increased focus on renewable energy, and sustainable development models present in contemporary urban planning discourse. Despite the increased focus on urban sustainability, the rapid expansion of renewable energy capacity and supporting policies, municipal governments in the United States continue to struggle with incorporating renewable energy systems into the built environment. The primary challenges concerning this integration rest in the capacity of municipal government to reinterpret the built environment as a framework for renewable energy, to conduct spatial analysis of the potential capacity in the built environment, and to synthesize that analysis with municipal policies in order to develop more robust and specific targets for renewable energy development. In response to these challenges, I assess opportunities and barriers for renewable energy development in the built environment, and synthesize established methods of spatial analysis, renewable energy policy, and project development models, to inform the role of municipal government in future planning efforts around renewable energy. To investigate the potential practical applications of this research, I focus on the city of Burlington, Vermont, which in 2014, earned the status as the first city in the United States to source 100% of its electricity from renewable sources. I question the replicability of the means by which Burlington attained this status, whether further opportunities exist for Burlington to expand its support for renewable energy, and what role the municipal government might assume in this expansion. I find the means by which Burlington sources its renewable energy only partially replicable, but I also find significant opportunities for Burlington to expand support for renewable energy within its municipal boundaries. I conclude my research by providing my findings to the city, in hopes that they will strengthen the role of municipal government in renewable energy planning.
