Book excerpt: This anthology concerns the economic and demographic changes that have occurred in northeastern Ohio since 1960, but specifically during the 1970s and 1980s when that region's major industries (rubber, steel, automobiles) experienced severe decline. Sixteen chapters reflect on the reasons for industrial restructuring, the implications for population growth and future employment and investment opportunities, and the role of local, state, and national governments in undertaking policies that generate economic activity. Three themes dominate: the centrality of employment in regional development; the relation between economic development and product cycles (and thus the need to introduce new economic activities to the region); and the regional, national, and international constraints on local economic-development initiatives. Choice Much has been written concerning the erosion of the industrial base in this particular region and other areas of the country. Drawing heavily upon contributions from nationally recognized experts on urban and regional development as well as input from nanacademic sources, the present volume uses Northeastern Ohio as a case study of older industrial areas suffering from economic repression. Among the topics discussed are the limits of traditional development, fiscal implications of industrial restructuring, and urban adaptibility. Particular cities are also examined in order to pinpoint development problems and to offer alternative paths to local progress.

Sherry Lee Linkon and John Russo examine the inevitable tension between those discordant visions, which continue to exert great power over Steeltown's citizens as they struggle to redefine their lives. When "the Jenny" was shut down in 1978, 50,000 Youngstown workers lost their jobs, cutting the heart out of the local economy. Even as the community organized a nationally recognized effort to save the mills, the city was rocked by economic devastation, runaway crime, and mob scandal, problems that persist twenty-five years later. In the midst of these struggles the Jenny remained standing as a proud symbol of the community's glory days, still a dominant force in the construction of both individual and collective identities in Youngstown. Focusing on stories and images that both reflect and perpetuate how Youngstown understands itself as a community, Sherry Lee Linkon and John Russo have forged a historical and cultural study of the relationship between community, memory, work, and conflict. Drawing on written texts, visual images, sculptures, films, songs, and interviews with people who have lived and worked in Youngstown, the authors show the importance of memory in forming the collective identity of a place. Steeltown, U.S.A. is a richly developed portrait of a place, showing how images of the Jenny and of Youngstown have been used in national media and connecting these representations to the broader public conversation about work and place: Bruce Springsteen's song "Youngstown," the book Journey to Nowhere, and other pop culture artifacts have helped make Youngstown the symbolic epicenter of American deindustrialization. And while many people see the need to get over the past and on with the future, in rushing to erase the difficult parts of Youngstown's history they might also forget the powerful events that made the city so important, such as the struggles for economic and social justice that improved the lives of steelworkers. This multifaceted study of the meaning of work and place in one community pointedly depicts the relationships among economic development, media representations, and community life. Book excerpt: Coping with Adversity addresses the question of why some metropolitan-area regional economies are resilient in the face of economic shocks and chronic distress while others are not. It is particularly concerned with what public policies make a difference in whether a region is resilient. The authors employ a wide range of techniques to examine the experience of all metropolitan area economies from 1978–2014. They then look closely at six American metropolitan areas to determine what strategies were employed, which of these contributed to regional economic resilience, and which did not. Charlotte, North Carolina, Seattle, Washington, and Grand Forks, North Dakota, are cases of economic resilience, while Cleveland, Ohio, Hartford, Connecticut, and Detroit, Michigan, are cases of economic nonresilience. The six case studies include hard data on employment, production, and demographics, as well as material on public policies and actions. The authors conclude that there is little that can done in the short term to counter economic shocks; most regions simply rebound naturally after a relatively short period of time. However, they do find that many regions have successfully emerged from periods of prolonged economic distress and that there are policies that can be applied to help them do so. Coping with Adversity will be important reading for all those concerned with local and regional economic development, including public officials, urban planners, and economic developers.
