Relevance of socially responsible employment policy is not decreasing because unfavourable economic conditions aggravate the employment of certain groups of people (especially the long-term unemployed, low-skilled, having low marketable professions and other persons). The content of the scientific articles by the authors of this publication allows to answer reasonably to questions about the development of socially responsible employment policy in the Baltic states. The results of accomplished analysis are relevant to the fact that they allow to reveal the problems that are encountered in the development of socially responsible employment policy. The region has a high GDP level, limited social inequality in a global context, leading positions in Doing Business and Global Competitiveness indeces. Meanwhile, the region is experiencing rapid aging of society and depopulation of the territories, the region internally has large differences in the development of human capital and productivity rates. The eastern part of the region is expressively dependent on one supplier's power resources; it is experiencing the largest fall as a result of the global economic crisis; and has high unemployment and poverty rates. One of the most prosperous and sustainable macro-regions in the world is facing high challenges in development of balanced and sustainable socio-economic structure inside it. The report analyzes which factors have promoted or hampered the growth of the regions (at NUTS3 level) of Baltic countries; and what areas of development play a crucial role for further growth. Therefore perspective policy intervention areas for promotion of the region's sustainable economic growth are analysed, - implementation of integrated development planning practice; exploration of advantages of modern regional governance practice; strengthening of business and innovation capacity at the regional level. By using the approach and methodology developed by OECD in the analysis of regional growth factors, calculations have been made about the comparative rates of the 3 Baltic countries - Estonia, Latvia and Lithuania. For the basis of the analysis, 6 indicators were used describing GDP growth, productivity, employment and population. The comparative growth speeds of the regions were analyzed over a period of several years. Results of the analysis clearly demonstrate the impact left by the global economic crisis on the economy of the regions. It also demonstrates failures of the selected and enforced government's regional policy based on subsidies to support development of infrastructure in the lagging regions of Latvia. The tendencies indicate specific policy implications. The best results may be achieved by combining different possibilities existing in the regions and by using modern and innovative management tools.

The same line of thinking applies to all nations around the Baltic Sea. A general challenge for the Baltic Sea region is to broaden the interest of people in discussions of national approaches supporting sustainability. Finding effective instruments to support the process of sustainable development in countries in transition with an emerging and largely inexperienced entrepreneur community and economically fragile, is as important as the promotion of long-term integrated sustainability strategies in countries which have well established democracies. The knowledge of the ongoing changes and the driving social, economic and ecological factors essential for the implementation of sustainable development in countries in transition must be broadened. A special need seen in the three Baltic countries - Lithuania, Latvia, and Estonia - as elsewhere in the Baltic region, is the need to avoid development patterns of - business as usual and to gain access to information and to advancements in sustainable development both in Europe and worldwide. The Baltic countries now joining the EU have to build capacity, for example by establishing teams of young researches to draw up sustainable development strategies at the national level, which are consistent with European strategies. A bottom-up flow from the grass-root level is required to change the pattern of development strategies in the Baltic countries. The Conference - Integrative Approaches Towards Sustainability, whose experiences are documented inthis book, was held on 26-29 March, 2003."

One prerequisites is a strong cooperation between the regions and states, but also the promotion of regional competition while preserving and strengthening the specific regional cultures around the Mare Balticum. For a competitive Baltic Sea Region, it is also essential that the regional policy supports the innovation in the small- and medium sized enterprises, since 99,8 % of all companies are SMEs and thus the economic and social backbone. A creation of real knowledge-alliances between universities, public administrations and businesses is highly recommended. These political strategies are the result of intensive discussions and experiences of a three year running project with 40 partners from 11 countries around the Baltic Sea Region, called BSR QUICK. They are adopted and recommended by the 47 Members of the Hanse Parlament and 16 Members of the Baltic Sea Academy. The book contains the identical text of approx. 55 pages in English, German and Polish. As a consequence, the effects of European cohesion and structural policy measures have been quite modest, and the ability of the planning systems in the Baltic states to manage contemporary trends in urban and regional development has become increasingly limited. This book focuses on these issues and tensions of spatial planning and development in the Baltic States and their distinctiveness compared to other European countries. While the scope of this paper includes the effectiveness and efficiency of the "European Union Baltic Sea Region Programme" (EU BSRP) in reference to one of its priorities, "fostering innovation‟ for economical growth in the Baltic Sea Region, the programme's relative novelty in design and strategic relevance, given by the fact of promulgation of a "European Union Strategy for the Baltic Sea Region" (EU STRAT BSR) parallel to implementation of EU BSRP, point out to a demand for further investigation on the fact that the EU BSRP is an innovation by itself concerning regional policy as "macro-regional cooperation" within the framework of the EU. This paper will address firstly the EU STRAT BSR and its potential effects on the strategic environment in the Baltic Sea Region in particular and on European level in general by scrutinizing the second programmatic "pillar", making "[...] [t]he Baltic Sea A Prosperous Place", due to its reference character for the economic yield of the strategy. This short description and analysis of EU STRAT BSR is followed by an outline of the EU BSRP by providing an account of innovation policies in the Baltic Sea Region.Two research questions will serve as a guideline along the descriptive part and as reference to the analysis: Is political innovation in terms of transnational macro-regional cooperation also innovative and rewarding from the perspective of current economic research on innovation and according policies, meaning: Does it foster growth?
