Book excerpt: This report explores the association between climate anomalies, population dynamics, conflict and organised violence in Sudan and South Sudan, at the sub-national level and for the years 1989-2015. The analyses are conducted using a spatial approach and with geocoded information on organized violence events, climate anomalies and population dynamics. Our results indicate a positive correlation of temperature anomalies with conflict and organised violence at the local level. Precipitation anomalies also positively correlate with organised violence, but to a lesser extent than temperature anomalies. We further explore the climate-security nexus in rural and urban environments in the two countries. Urban areas appear more vulnerable to the risk of organised violence, with the latter positively associated with temperature and precipitation anomalies, as well as with positive net migration. In less densely populated areas, violence is associated with climate anomaly values, though the correlation is lower than in densely populated areas. These results are also confirmed by the analysis based on the number of violent events. Finally, we observe a strong temporal dependence of violent events at the sub-national level.

Book excerpt: Weather shocks and natural disasters, it has been argued, represent a major threat to national and international security. Our paper contributes to the emerging micro-level strand of the literature on the link between local variations in weather shocks and conflict by focusing on a pixel-level analysis for North and South Sudan at different geographical and time scales between 1997 and 2009. Temperature anomalies are found to strongly affect the risk of conflict. In the future the risk is expected to magnify in a range of 21 to 30 percent under a median scenario, taking into account uncertainties in both the climate projection and the estimate of the response of violence to temperature variations. Extreme temperature shocks are found to strongly affect the likelihood of violence as well, but the predictive power is hindered by substantial uncertainty. Our paper also sheds light on the vulnerability of areas with particular biophysical characteristics or with vulnerable populations.

This paper surveys three sets of hypotheses forwarded in the conflict literature regarding the relationship between the size and location of population groups: Hypotheses based on pure population mass, on distances, on population concentrations, and some residual state-level characteristics. The hypotheses are tested on a new dataset-ACLED (Armed Conflict Location and Events Dataset)-which disaggregates internal conflicts into individual events. The analysis covers 14 countries in Central Africa. The conflict event data are juxtaposed with geographically disaggregated data on populations, distance to capitals, borders, and road networks. The paper develops a statistical method to analyze this type of data. The analysis confirms several of the hypotheses.

Today, cities are home to 54 percent of the world’s population, and by the middle of this century that figure will likely rise to 66 percent. According to the United Nations (UN) Habitat I (1972), Habitat II (1996) and Habitat III (2016) summits, cities are facing many serious challenges, including growing inequality, security concerns and the worsening impacts of climate change. Uncontrolled urbanization has led to many problems (haphazard growth of areas, emergence of slums, inadequate water and power supply, poor sanitation, shortage of transport and other civic amenities, shrinking green spaces, pollution, crime, and urban disaster risks such as fire, flood, road and industrial accidents, etc.). Worldwide, communities at the international, national and local level are continuously working to improve human habitats. In order to make our planet more sustainable, the UN has moved from the Millennium Development Goals (MDG) to the Sustainable Development Goals (SDG). Among the latter, the aim of SDG 11 is to “...make cities and human settlements inclusive, safe, resilient and sustainable.” In light of these challenges, various terms have emerged to help understand urban issues. Visualizing the problem, the United Nations program “Making Cities Resilient” is focused on mitigating the disaster risk in urban areas. This book analyzes terms such as: sustainable, resilient, livable, inclusive, smart and world class city, which have emerged in the process of combating urban challenges in today’s world. The book addresses emerging concepts for cities, challenges and potentials, urban environments, health and planning/policies. Covering 14 large cities in India, as well as case studies from Japan, Singapore, Thailand, Malaysia, Poland and Sweden, it provides a regional dimension to and micro-level perspective on urban issues.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Working Together examines how different methods have promoted various theoretical developments related to collective action and the commons, and demonstrates the importance of cross-fertilization involving multimethod research across traditional boundaries. The authors look at why cross-fertilization is difficult to achieve, and they show ways to overcome these challenges through collaboration. The authors provide numerous examples of collaborative, multimethod research related to collective action and the commons. They examine the pros and cons of case studies, meta-analyses, large-N field research, experiments and modeling, and empirically grounded agent-based models, and they consider how these methods contribute to research on collective action for the management of natural resources. Using their findings, the authors outline a revised theory of collective action that includes three elements: individual decision making, microsituational conditions, and features of the broader social-ecological context. The involvement of opposition parties gave rise in 2003 to two rebel movements, leading to a brutal insurgency and a horrific counterinsurgency–but not to genocide, as the West has declared. Mamdani also explains how the Cold War exacerbated the twenty-year civil war in neighboring Chad, creating a confrontation between Libya’s Muammar al-Qaddafi (with Soviet support) and the Reagan administration (allied with France and Israel) that spilled over into Darfur and militarized the fighting. By 2003, the war involved national, regional, and global forces, including the powerful Western lobby, who now saw it as part of the War on Terror and called for a military invasion dressed up as “humanitarian intervention.” Incisive and authoritative, Saviors and Survivors will radically alter our understanding of the crisis in Darfur.

Book excerpt: This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.

The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
