A social system analysis was selected as an appropriate general frame of reference for studying the question: What are the characteristics (attitudes, opinions, and knowledge) of local civil defense directors. A study of Iowa directors provides the empirical data. A detailed analysis is also made of the extent to which the directors had carried out the various civil defense tasks expected of them by state and national civil defense officials; an analysis of their role performance.
