Book excerpt: Asphalt overlays can be categorized as pavement rehabilitation structural overlays or pavement preservation overlays in terms of the thickness and timing of maintenance activities. Pavement rehabilitation overlay contributes to the structural enhancement of pavements and pavement preservation overlays generally provide functional improvement to an existing pavement. In recent times, the pavement design approach employed by the Louisiana Department of Transportation and Development (LADOTD) has been transitioning from the 1993 AASHTO design procedure to a locally calibrated Pavement ME method. The AASHTOWare Pavement ME (Mechanistic-Empirical) design procedure is considered the modern approach to pavement design. Significant updates have been introduced in the Pavement ME design software in the past few years. Therefore, this study focused on conducting a local calibration of the Pavement ME procedure for asphalt overlays in Louisiana. In addition, performance evaluation of the asphalt overlays was conducted to determine the factors that would have an impact on their performance. In total, 37 rehabilitation asphalt overlay projects and 33 preservation asphalt overlay projects were selected all over Louisiana with different base types and traffic volumes. These projects consisted of mainly three types of bases: soil cement base, crushed stone base and Portland cement concrete base. The pavement performance data were collected from the Louisiana Pavement Management System (LA-PMS) database and the data regarding geographical location, design thickness, and traffic were retrieved from the LADOTD intranet. The field performance of the asphalt overlays was investigated in terms of several design parameters i.e. base type, traffic level, total Hot Mix Asphalt (HMA) thickness after milling, pavement precondition and overlay service life. Manual calibration of Pavement ME was performed for rehabilitation asphalt overlays and a calibrator assistance tool was adopted for the local calibration of preservation asphalt overlays to calibrate the performance models in terms of typical pavement structure, traffic, and weather conditions of Louisiana. The results showed that the existing pavement condition does have an impact on preservation overlay performance since distress in pavements with poor precondition was observed to be higher. The pavement with good precondition and higher asphalt concrete (AC) thickness exhibited higher service life. A case study was performed to determine the optimal timing of preservation overlay applications based on cost-benefit analysis. Fatigue cracking was under-predicted and transverse cracking was over-predicted by the Pavement ME national model for rehabilitation overlays. For preservation overlays, both the fatigue cracking and transverse cracking were under-predicted. Therefore, the performance models were adjusted through the local calibration to match the field measurement.

Book excerpt: "Abstract: The AASHTOWare Pavement METM Design is the next generation of AASHTO pavement design software, which builds upon the newly developed NCHRP Mechanistic-Empirical Pavement Design Guide (MEPDG). Pavement METM reflects a major change in the methods and procedures engineers use to design pavement structure and represents the most current advancements in pavement design. In preparation for DOTD to adopt the new design guide, there is an urgent need to evaluate the MEPDG pavement design software based on typical Louisiana pavement structures and local conditions. This study selected a total of 162 projects (pavement sections) from the existing DOTD highway network for the evaluation of MEPDG pavement design, local calibration, and validation of Pavement ME in Louisiana. The selected projects consisted of flexible pavements with five types of base (asphalt concrete base, rubblized PCC base, crushed stone or recycled PCC base, soil cement base, and stabilized base with a stone interlayer), rigid pavements with three types of base (unbound granular base, stabilized base, and asphalt mixture blanket), and HMA overlay on top of existing flexible pavements. Pavement design information including structure, materials, and traffic were retrieved from multiple network-level data sources at DOTD. A Louisiana default input strategy of Pavement ME that reflects Louisiana’s condition and practice was developed from results of sensitivity analysis. In addition, based on a consensus distress survey and pavement management system (PMS) distress triggers, the design reliability and performance criteria were established for different highway classes in Louisiana. The predicted performance from the Pavement ME was then compared with the corresponding measured performance retrieved from PMS. The analysis results indicate that the Pavement ME’s nationally-calibrated distress models generally under-predict alligator cracking, but over-predict rutting for DOTD’s flexible pavement types. For rigid pavements, Pavement ME over-predicts slab cracking but under-predicts joint faulting. For those nationally-calibrated distress models that showed constant bias and large variation, local calibration was carried out against the performance data retrieved from PMS. After the local calibration, the Pavement ME designs were verified by additional projects outside of the evaluation projects’ pool. Based on the results of this study, an implementation guideline document was prepared. The document contains all necessary design input information and calibration coefficients for DOTD to use the latest MEPDG software on a day to day basis for design and analysis of new and rehabilitated pavement structures in Louisiana."--Technical report documentation page.

Book excerpt: The objective of this research study was to develop performance characteristics of flexible and rigid pavements in Mississippi and use these characteristics in the implementation of the Mechanistic-Empirical Pavement Design Guide (MEPDG) software that as developed under NCHRP Project 1-37A. Reliable transfer function and models will enable Mississippi Department of Transportation (MDOT) to more accurately quantify the pavement service and performance life for managing their roadway network. Calibration coefficients for all transfer functions in the Pavement ME Design software package were determined for both flexible and rigid pavements. Both Long Term Pavement Performance (LTPP) and non-LTPP test sections were used to estimate, for interim use, the local calibration coefficients. The inputs for the non-LTPP calibration sites were based on as-built records and construction files. Thus, these calibration coefficients are considered preliminary until the field investigations have been completed for the non-LTPP sites.

Book excerpt: This study focused on the assessment of long-term performance of asphalt pavements containing warm mix asphalt technologies in Louisiana. A total of five rehabilitation projects were studied in the state of Louisiana. The study consisted of engineering desk analyses of field performance indicators, indices and the initial laboratory performance indicators measured for five rehabilitation projects. The engineering desk study consisted of a review of literature from previous WMA technology projects done in Louisiana. Additionally, data was acquired and validated from the Louisiana Pavement Management System (PMS). Pavement performance indicators (i.e., cracking (transverse, longitudinal, and fatigue cracking), roughness, rutting, and pavement indices and pavement condition index data acquired from PMS were analyzed using statistical methods. Furthermore, laboratory test data for mechanical performance indicators at the construction stage such as loaded wheel tracking (LWT) rut depth, semi-circular bend (SCB) Jc , flow number, and dissipated creep strain energy (DCSE) were obtained from LTRC database and published reports. Analysis to link initial laboratory mechanical performance indicators to field performance indicators were performed. In general, similar, or better pavement performance indicators for rutting and cracking (longitudinal, transverse, and alligator) was reported for WMA test sections compared to their companion hot mix asphalt (HMA) sections. Additionally, the LWT rut depth was found to be a better indicator of field rutting performance than the flow number parameter. It should be noted that SCB Jc parameter was found to correctly rank more field cracking indicators than the DCSE parameter and hence may be a better indicator of field cracking performance than the DCSE parameter. Additionally, the actual field performance indices for both Conventional HMA AND WMA test sections were similar or higher than the predicted indices based on LA DOTD performance curve formulae. Which indicates a better or similar distress performance after seven to ten years in service.

Effective monitoring requires information about evolving pavement condition, including details about factors such as pavement distresses, climate conditions and traffic pattern which are important factors impacting the pavement conditions. Keeping track of the degree of distress over time can help extending the pavement life by applying the suitable maintenance and rehabilitation at the right time. Pavement management systems (PMSs) were originally created to archive this kind of data so that decision makers could predict future pavement performance. The Ministry of Transportation of Ontario (MTO) employs an advanced PMS tool, entitled PMS2, to record, store, and analyze data about the current and past pavement performance conditions of its network of 16,500 centre-lane kilometers of freeways, collectors, arterials, and local roads. The research presented in this thesis was focused on the use of PMS2 data for the calibration of flexible pavement performance models coefficients for Ontario as a case study Performance model coefficients were created for application with the Mechanistic-Empirical Pavement Design Guide (MEPDG), now known as AASHTOWare®, and were calibrated using statistical tools through a series of analyses of historical pavement condition data that were collected in the field. The data were classified according to pavement type and annual average daily traffic. For this study, three categories were examined and calibrated: low traffic volume (AADT 10,000), high traffic volume (AADT 10,000), and overall network. The spilt in data was Eighty-five percent to be used in calibration development of the performance model calibration coefficients and the remaining fifteen percent of the data were employed for validating the performance models using a variety of statistical tools. A comparison of the results with the field measurements revealed that rutting model coefficients should be locally calibrated for each category. For the low-volume, high-volume, and overall network categories, local calibration produced significant reductions in the rutting root-mean-square error (RMSE) of 30, 37, and 37 %, respectively, and in the IRI showed there was no significant correlation. The procedure and analysis methodology used in the calibration of the performance model coefficients provide a framework for the local calibration of AASHTOWare® based on a comparison of the predicted pavement distress and that documented in the PMS. This work will have important benefits to the transportation agencies as it will enable them to evaluate the feasibility of using the ASHTOWare® Design system to improve pavement management and to enhance future design and construction strategies.
