Book excerpt: The use of parking charges and fines specifically to raise revenue by local authorities is neither acceptable nor legal. Annual parking accounts would allow the public to see how much local revenue is derived from the enforcement of fines, and what proportion of this come from on or off street parking charges. It's right that parking charges be determined locally, but hard to justify fines that substantially exceed penalties for more serious offences like speeding. DfT's statutory guidance should stipulate that local authorities implement a 'grace period' of 5 minutes after the expiry of paid-for time on any paid parking before enforcement officers issue a Penalty Charge Notice (PCN). The Guidance should be clarified and updated, particularly in relation to rules for loading and unloading. A 25% penalty charge discount should also be introduced for motorists who pay within 7 days of losing any appeal to a parking tribunal. Local authorities currently offer a 50% discount if motorists pay their penalty charge within 14 days, but this is not available to motorists who appeal to a tribunal. Motorists should also not have to appeal against PCNs where tribunal adjudicators have repeatedly identified a problem such as poor signage. Adjudicators should also be given powers to allow appeals where local authorities fail to follow statutory guidance concerning the use cameras. While businesses cannot be completely exempt from parking restrictions, local authorities must also ensure that the need to restrict parking and manage congestion does not stifle the ability of businesses to trade and help grow the economy

Book excerpt: In 2005, traffic collisions killed 3,201 people with almost 29,000 seriously injured on British roads. Although the level of road crash fatalities and injuries has fallen over successive decades and Britain has one of the safest road environments in the world, the numbers still remain far too high and many of these casualties might have been avoided if there was a higher level of compliance with traffic law. The Committee's report examines the road casualty problem, focusing on the role of roads policing and the contribution which enforcement can make to casualty reduction. It considers how technology is influencing the policing and enforcement of particular offences, relating to speeding, drink and drug driving, driving whilst using a mobile phone and driving while impaired by fatigue. The report finds that, despite progress made by the Department for Transport against its 2010 casualty reduction targets, the Home Office has continued to deny traffic law enforcement issues the priority it requires and must explicitly adopt the targets as a key part of its future national policing plans. Investment and research into new technological equipment, such as roadside breath testing equipment and time-distance cameras, and a higher profile and more visible traffic enforcement effort would bring important casualty reductions. However, the efficiencies which technology can bring should not be seen as a opportunity to cut the number of roads police officers, as technology alone cannot carry out the multitude of functions undertaken by roads police officers.

The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. These are some of the names representing the microelectronics revolution depending upon the audience being addressed by speaker or writer. No previous new industrial development has caused such widespread publicity and discussion amongst users and researchers as the new technology. Concern is being expressed about the effects of new technology on employment, job satisfaction, social life, leisure activities and the economics of commerce and industry. The late 70s saw many doom-laden predictions of those effects but by 1983 both management and trade unions were taking a more objective view of the social and economic impacts, and many correspondents now see the new technology as a means of opening up new industries and overcoming the effects of world recessions. The "chip" has involved the factory floor, the office, the supermarket and the home. Electronic funds transfer, electronic shopping, microelectronic domestic appliances, word processors and microprocessor-controlled machinery mean that the new technology has pervaded all aspects of social and economic life, and the developed countries are now coming to accept it as part of society as a whole. Inevitably the flood of literature on the social and economic impacts of new technology has been overwhelming. Unfortunately the quality of information and arguments propagated at conferences, in journal papers and research reports has indicated that there has been little quantifiable evidence available on the effects of these impacts.
