Maximizing pavement marking performance in terms of increased retroreflectivity, within limited budget constraints, allows agencies to make better decisions toward providing more effective pavement marking performance on their roadway networks. This research project included conducting a survey of local agencies’ pavement marking practices, mining existing National Transportation Product Evaluation Program (NTPEP) pavement marking data, and developing recommendations for future pavement marking research to support local agency needs. The NTPEP pavement marking performance data (related to pavement marking products used by local agencies in Minnesota) was analyzed to provide guidance to local agencies in terms of pavement marking material selection based on performance. The objective included determining pavement marking products of interest to local agencies and developing performance metrics for these products based on existing NTPEP data. The analysis performed on the NTPEP included modeling the deterioration behavior as a function of time. Also two-way ANOVAs were performed to compare various performance measures and the impact of different conditions on these measures.

Book excerpt: The installation and maintenance of pavement markings represents a significant financial investment for local agencies. Local agencies need a mechanism to better understand the value, cost, and need for markings along their roadways to make the best use of available budgets. This project developed a prioritization approach and spreadsheet tool (link provided in box 15) to assist local agencies in meeting this need. Multicriterion decision analysis using the simple additive weighting method was employed to assess the multiple factors/criteria that affect pavement marking decisions. An Excel spreadsheet tool was developed to implement this approach using different pavement marking alternatives, including centerlines, edgelines, centerlines and edgelines, high-visibility markings, and enhanced-durability markings. The criteria considered by the process include project type, County Roadway Safety Plan (CRSP) rating, functional classification, pavement condition, traffic volume, age of current markings, pavement width, preferences for marking costs, desired marking durability, and crash reduction potential. This tool is posted on the Local Road and Research Board (LRRB) website in the “Resources” section at the following URL: https://lrrb.org/resources/. Factor weights are used to assign a relative importance to each of these criteria for a respective alternative compared to other alternatives. The result is a performance rating score for each marking alternative relative to all model criteria and factors that provide users with information on the relative performance of different marking alternatives in comparison to one another and an estimated project cost for the highest ranking alternative for a site. The highest scoring alternative represents the marking that should be considered for use. Additionally, the tool ranks all sites being evaluated compared to one another based on the highest rating scores from each individual site.

Tapes and markers were placed on transverse test sections and the reflectivity, durability, and appearance were observed. Tapes to be included on the approved lists for foil-back and removable tapes were recommended. Tapes manufactured by 3M, Flex-O-Lite, Cataphote, and Swarolite were included on the list of acceptable foil-back tapes. Recommended removable tapes were the 3M and Cataphote removable tapes. Stimsonite 66 and Flex-O-Lite construction-zone markers were included on the approved list for construction-zone raised pavement markers. More specific guidelines were developed to use in future evaluations of construction-zone preformed tape and markers.

Accurate prediction of retroreflectivity and determination of service life are essential for optimizing maintenance efforts. As the Wyoming Department of Transportation (WYDOT) performs routine application of pavement markings, there is a pressing need for a comprehensive management program to ensure their cost-effective management. So, this thesis focuses on enhancing pavement marking management in Wyoming by investigating factors influencing retroreflectivity, developing predictive models for degradation over time, and establishing a comprehensive Pavement Marking Management Plan (PMMP) that incorporates the principles of the Transportation Asset Management Plan. Binary Logistic Regression models were developed to determine the contributing factors affecting pavement marking retroreflectivity. The findings of this study indicate that factors such as the degree of curvature of horizontal curves, location (rural or urban), material type, pavement marking color, and line position significantly affect pavement marking retroreflectivity. Pavement marking degradation models were developed by using Bayesian Ordered Logit Model. The degradation models provide valuable insights into the deterioration process of pavement markings over time and can assist highway agencies in prioritizing maintenance efforts. The proposed Pavement Marking Management Plan (PMMP) template also integrates Pavement Marking Management Systems of several state DOTs and Transportation Asset Management principles, providing project selection, budgeting, procurement, and contracting strategies. The PMMP also addresses advanced vehicle technologies, advocating for wider longitudinal pavement markings to accommodate machine vision systems.

Book excerpt: Pavement marking delineation is one method to provide positive driver guidance on all roadway types. There are a variety of pavement markings used by local and state transportation agencies in the United States. The type of pavement marking applied to a roadway surface is often a function of climatic conditions, funds available to apply and maintain the markings, and the anticipated performance of the markings. The Pennsylvania Department of Transportation (PennDOT) developed a program in 2005 designed to periodically collect pavement marking retroreflectivity data on longitudinal lines throughout the Commonwealth of Pennsylvania. The purpose of this program was to develop a comprehensive analysis database that could be used to create a pavement marking management system for both waterborne and durable (epoxy) pavement markings on a variety of roadway types. In order to develop a cost-effective pavement marking management system, the service life of pavement markings must be well understood. Consequently, the main objective of the present study was to estimate the service life of longitudinal pavement markings using pavement marking retroreflectivity data provided by PennDOT's Bureau of Highway Safety and Traffic Engineering. Various statistical models were specified to produce pavement marking degradation estimates that PennDOT can use to estimate re-stripe times for longitudinal pavement markings.
