Book excerpt: While traditionally framed as a national and international problem, climate change is also an important local issue. For the past fifteen years, while nations have fought over the terms of emissions reductions and the Kyoto Protocol, local governments and communities have been enacting innovative measures that not only prevent emissions of significant quantities of greenhouse gases but also reduce air pollution, save money, and improve the overall quality of life. In the absence of a serious national policy that addresses global warming, these grassroots efforts can and have made a difference. Since 1993, when fourteen pioneering local governments first began to develop programs to reduce greenhouse gas emissions, a national and international movement has formed to fight global climate change through concerted local action. These communities are having a significant effect. A handful of jurisdictions in the United States are preventing over twenty million tons of CO2 from entering the atmosphere annually and have saved over four hundred million dollars in the process. These initiatives include greening the local building codes, creating commercial waste reduction programs, encouraging water conservation, promoting bicycling and fuel-efficient vehicles, upgrading city buildings, advocating for the use of biodiesel for municipal transportation, and designing innovative systems and policies for reduced paper use. Two in-depth case studies-- Fort Collins, Colorado, and Portland, Oregon--demonstrate how two cities have created and implemented climate-friendly and environmentally sound habitats. While most books on global warming focus on national and international implications and policy approaches or serve as guides to help individuals live in an ecologically sound manner, Linstroth and Bell provide a blueprint for local governments to follow. Combining an analysis of existing federal policy with examples of successful local policy, they provide practical examples of measures that can be implemented by communities and local governments across the United States.

Cities consume 75% of the world's energy and emit 80% of the world's greenhouse gases. Changing the way we build and operate our cities can have major effects on greenhouse gas emissions. Fortunately, communities across the U.S. are responding to the climate change problem by making plans that assess their contribution to greenhouse gas emissions and specify actions they will take to reduce these emissions. This is the first book designed to help planners, municipal staff and officials, citizens and others working at local levels to develop Climate Action Plans. CAPs are strategic plans that establish policies and programs for mitigating a community's greenhouse gas (GHGs) emissions. They typically focus on transportation, energy use, and solid waste, and often differentiate between community-wide actions and municipal agency actions. CAPs are usually based on GHG emissions inventories, which indentify the sources of emissions from the community and quantify the amounts. Additionally, many CAPs include a section addressing adaptation-how the community will respond to the impacts of climate change on the community, such as increased flooding, extended drought, or sea level rise. With examples drawn from actual plans, Local Climate Action Planning guides preparers of CAPs through the entire plan development process, identifying the key considerations and choices that must be made in order to assure that a plan is both workable and effective.

Some of these networks have crossed local and national boundaries and have jumped political scales. This implies that housing issues have to be looked at from new angles: they can no longer simply be addressed through localized projects, but rather at multiple scales. The current debate is largely limited to statements about the relevance of individual organizations for local housing processes and tends to overlook the innovativeness in terms of re-scaling those processes and of influencing institutional change at various levels by transcending national boundaries. There is a significant lack of a systemic understanding of such globally operating grassroots networks and how they function in the housing process. This book brings together different perspectives on multi-scalar approaches within the housing field and on grassroots’ engagement with formal agencies including local government, higher levels of government and international agencies. Book excerpt: Violence against women has been a focus of transnational advocacy networks since the early 1980s, and the United Nations has, in intervening years, passed a series of resolutions to condemn, prevent, investigate, and punish this violence. Member states have committed to implementing this agenda. Yet, despite this buy-in at the global level, implementation at the domestic level remains uneven. Scholars have found that states are more likely to translate global standards into national laws when pressured by women's movements and international organizations. However, a dearth of research on the implementation at the national and street-levels of these international women's rights norms hampers an understanding of what happens after states pass laws. In Africa, where most states have not prioritized the prevention of violence against women, and the majority of perpetrators act with impunity, there is a major implementation gap. This gap is acute in some post-conflict countries on the continent. Thus, despite the presence of laws on various forms of violence against women in most African countries, justice remains inaccessible to most victims. In Global Norms and Local Action, Peace A. Medie studies the domestic implementation of international norms by examining how and why two post-conflict states in Africa, Liberia and Côte d'Ivoire, have differed in their responses to rape and domestic violence. Specifically, she looks at the roles of the United Nations and women's movements in the establishment of specialized criminal justice sector agencies, and the referral of cases for prosecution. She argues that variation in implementation in Liberia and Côte d'Ivoire can be explained by the levels of international and domestic pressures that states face and by the favorability of domestic political and institutional conditions. Medie's study is based on interviews with over 300 policymakers, bureaucrats, staff at the UN and NGOs, police officers, and survivors of domestic violence and rape an unprecedented depth of research into women's rights and gender violence norm implementation in post-conflict countries. Furthermore, through her interviews with survivors of violence, Medie explains not only how states implement anti-rape and anti-domestic violence norms, but also how women experience and are affected by these norms. She draws on this research to recommend that states adopt a holistic approach to addressing violence against women.
