It also examines the role of contemporary planning within the overall development of Central and Eastern European cities. On January 1st, 2007, Slovenia was the first among former socialist countries to take on the common European currency. Slovenia has been subject to highly varying assessments during the construction of its democratic political system; it has been acknowledged as “a ripe democracy,” complete democracy,” or, alternatively, “apparent” or “virtual democracy.” The move negative assessments of the Slovenian political system are related to the persistence of authoritarian behavior patterns and manipulation of democratic institutions that have found its way into the structures of political parties. This book follows the Slovenian evolution from the second-smallest Yugoslav republic to one of the most successful post-communist countries in Central Europe.

Marriage is dependent on the structure of marriage markets, and marriage patterns have consequences for social inequality. This book demonstrates that in most modern societies the educa tional system has become an increasingly important marriage market, particularly for those who are highly qualified. Educational expansion in general and the rising educational participation of women in particular unintentionally have increased the rate of "assortative meeting" and assortative mating across birth cohorts. Rising educational homogamy means that social inequality is further enhanced through marriage because better (and worse) educated single men and women pool their economic and sociocultural advantages (and disadvantages) within couples. In this book we study the changing role of the educational system as a marriage market in modern societies from a cross-national comparative perspective. Using life-history data from a broad range of industrialized countries and longitudinal statistical models, we analyze the process of spouse selection in the life courses of single men and women, step by step. The countries included in this book vary widely in important characteristics such as demographic behavior and institutional characteristics. The life course approach explicitly recognizes the dynamic nature of partner decisions, the importance of educational roles and institutional circum stances as young men and women move through their life paths, and the cumulation of advantages and disadvantages experienced by individuals.

With many countries, about 50 percent of total expenditures and income pass through the budget via taxes, charges and expenditures. In recent years many countries, e. g. in the OECD and the EU, have tended to use this influence in an environmentally rational way. Tradi tional environmental policy has relied on command-and-control and cnd-olpipc technologies that have proven to be insufficient in coping with the challenge of glo bal change. Hence, many countries have started to investigate the environmental impacts of their budgets by looking at existing taxes and charges, as well as tax allowances and exemptions and other relevant regulations and expenditures -even to have a special impact on the environment. The implementation of those not meant such findings is now broadly discussed in these countries. This publication will contribute to the debate. It is a result of a wider project called Green Budget Reform -Prospects in Central and Eastern Europe. initiated by Vida Ogorelec Wagner, managing Director of Umanotera, The Sloven ian Founda tion for Sustainable Development, and then jointly developed. proposed to the EC and carried out in partnership with Kai Schlegelmich of the Wuppertal Institute in Germany. The project comprised an international seminar on Green Budget Reform in April 1997 at Lake Bled, Slovenia, and the Case Study of Sloveilla.
