Book excerpt: This paper is an account of the World Bank's effort to collect household-level data on poverty in developing countries and what that data says about the effects of government policies on living conditions of the poor. The main objective of the Living Standards Measurement Study (LSMS) surveys is to provide household-level data for evaluating the population's living conditions. This paper gives a history of LSMS and shows general trends that emerged in studies for which LSMS data are available: (a) most of the poor are in rural areas; (b) most of the poor are in households in which the head works in agriculture; and (c) the heads of poor households have low levels of education. Selected results of studies on the persistence of poverty, the effects on the poor, structural adjustment, food stamps and food subsidies, and raising user fees for health care and education are presented.

Book excerpt: The Cote d'Ivoire Living Standards Surveys (CILSS) is the first survey to field test the methodology and questionnaires developed by the Living Standards Measurement Study. The primary objectives of the survey are: (a) to provide timely cross-sectional and panel data on a permanent basis on living conditions of African households; (b) to study the interrelationships between different components of living standards within the same households; and (c) to develop and test methodologies for measuring living standards in developing countries. The survey is being undertaken by the Cote d'Ivoire Department of Statistics in 1600 African households per year throughout the country in communities randomly selected to be nationally representative. Every year half of the sample is replaced, thereby yielding two observations one year apart for half of the previous year's households. Data on community characteristics, including local prices, are collected on separate village and price questionnaires. This paper documents the development of the Cote d'Ivoire Living Standards Survey up to December 1985. The chapters that follow describe: sample design, survey instruments, organization of the survey, data management, and the first ten months of field operations.

Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on 'estimation in practice', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.
