This is among the most pressing questions of our time, particularly in contemporary Europe. Some argue that Muslims have no tradition of separation of church and state and therefore can't participate in secular, pluralist society. At the other extreme, some Muslims argue that it is the duty of all believers to resist Western forms of government and to impose Islamic law. Andrew F. March is seeking to find a middle way between these poles. Is there, he asks, a tradition that is both consistent with orthodox Sunni Islam that is also compatible with modern liberal democracy? He begins with Rawls's theory that liberal societies rely for stability on an ''overlapping consensus'' between a public conception of justice and popular religious doctrines and asks what kinds of demands liberal societies place on citizens, and particularly on Muslims. March then offers a thorough examination of Islamic sources and current trends in Islamic thought to see whether there can indeed be a consensus. March finds that the answer is an emphatic ''yes.'' He demonstrates that there are very strong and authentically Islamic arguments for accepting the demands of citizenship in a liberal democracy, many of them found even in medieval works of Islamic jurisprudence. In fact, he shows, it is precisely the fact that Rawlsian political liberalism makes no claims to metaphysical truth that makes it appealing to Muslims.

Against this backdrop, Indonesia has taken on a particular importance: with a population of 265 million people (87.7 percent of whom are Muslim), Indonesia is both the largest Muslim-majority country in the world and the third-largest democracy. In light of its return to electoral democracy from the authoritarianism of the former New Order regime, some analysts have argued that Indonesia offers clear proof of the compatibility of Islam and democracy. Skeptics argue, however, that the growing religious intolerance that has marred the country’s political transition discredits any claim of the country to democratic exemplarity. With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen. This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. Mawdudi was the first to develop a modern political Islamic ideology, and a plan for social action to realize his vision. The prolific writings and indefatigable efforts of Mawdudi's party, the Jamaat-i-Islami, first in India and later in Pakistan, have disseminated his ideas far and wide. His views have informed revivalism from Morocco to Malaysia. Nasr discerns the events that led Mawdudi to a revivalist perspective, and probes the structure of his thought, in order to gain fresh insights into the origins of Islamic revivalism. He argues that Islamic revivalism did not simply develop as a cultural rejection of the West, rather it was closely tied to questions of communal politics and its impact on identity formation, discourse of power in plural societies, and nationalism. Mawdudi's discourse, though aimed at the West, was motivated by Muslim-Hindu competition for power in British India. His aim, according to Nasr, was to put forth a view of Islam whose invigorated, pristine, and uncompromising outlook would galvanize Muslims into an ideologically uniform and hence politically indivisible community. In time, this view developed a life of its own and evolved into an all-encompassing perspective on society and politics, and has been a notable force in South Asia and Muslim life and thought across the Muslim world.
