It is impossible to take herds of bulls from one part of the State to the other to exhibit them. The railroad facilities are too limited, and it would be out of the question to drive them from place to place across the arid plains and mountains. It occurs to me that something might be done, perhaps under the patronage of Government, to establish an exhibition of purebred stock in Ciudad Juarez. From November to March the breeders could ship stock here where feeding would be comparatively cheap, since hay and grain delivered at El Paso or Juarez is at a nominal price. During the season I mention, the ranch men, many of them, visit the border, and more would come if such an exhibit existed to attract them. With an arrangement of this kind they could see the stock, could gain all the necessary information about it, and would. No doubt, when properly impressed, buy annually a sufficient number of bulls to give them a high class and heavy strain of range cattle. Among these, the most important are probably the present concentration of cattle on lands of low natural fertility in regions subject to a prolonged dry season, the primitive and extensive systems of management which prevail, and the failure of official entities and private credit institutions to provide adequate technical and financial assistance. Though the situation varies from country to country and reliable and precise data are not available, the livestock industries of Central America and Panama are still characterized by a very slow rate of increase in the cattle population as a result of a low calving percentage and a high rate of mortality among both young and adult stock. Available evidence points to an effective average calving percentage (calves weaned) of well under 50 percent and an adult mortality rate of over 10 percent. Breeders keep cows and raise calves, which are sold as yearlings weighing 350 to pounds. Growers buy yearlings, and sell 2-year olds' weighing 600' to 700 pounds. Feeders keep the 2-year-olds for 15 to 2h months, depending on range and market conditions, and sell the finished animals at to pounds. Practices in handling cattle vary widely, but typically are rather primitive. Range hulls deteriorate rapidly, as controlled breeding is practiced only to a limited degree. Most calves are dropped in the Spring, but some births occur throughout the year. Often the calves are left until they are 6 to 12 months old before being rounded up for branding (or ear-clipping), vaccination, castra tion of male stock, dehorning, and clipping. Castration at a late age curtails the animals' growth considerably, and causes some death losses. Also, castration is often omitted entirely, or, when performed by pressure instruments, is done only partially. Dehorning is limited to clipping the tips. Under these circumstances, a large percentage of cattle come to market as large-boned lean, muscular, wide-horned animals, and producing lean meat with out marbling and without fat, which Cuban consumers prefer. Some growers, however, have demonstrated that Cuba can produce fat, grass-fed steers whose meat compares favorably with all but the highest grade of grain-finished steers in the United States. Disease is not a serious factor. The island is free of foot-and-mouth disease and rinderpest. Strict quarantine regulations bar the importation of fresh meat from infested countries, which might bring these diseases to Cuba. Cattle gener ally are vaccinated against blackleg and anthrax. Tuberculosis and Bang's disease exist but have not been reported at any time as causing serious losses. Cattle ticks are common throughout Cuba. Although the cattle develop a relative immunity to tick fever, the vitality and quality of herds are sometimes affected detrimentally. The better ranches dip their cattle regularly, and some have developed pastures fairly free of ticks. The prevalence of ticks is a particularly serious problem for breeding stock imported from tick-free areas of the United States. Share increased in what is traditionally the largest poultry export market. The 1981 growth is again expected to be distributed among traditional markets such as Japan, Hong Kong, and the Caribbean and newer markets such as those in the Middle East. Beef and veal exports by the major exporting countries are expected to decline 4 percent in 1981. Australia will lead this decline, dropping tons (15 percent) as a result of dry conditions, reduced cattle numbers, and weak international prices. On the other hand, Mexico is expected to boost beef and veal production, and may reinitiate exports to the United States. The Central American countries have the potential in 1981 to increase production and exports of beef and veal; however, civil unrest and high interest rates in these countries and low world prices may dim this prospect. Argentina will most likely see a decline in beef and veal production and a concurrent decline in exports partly as a result of government policies discouraging exports.
