Book excerpt: In Mali and throughout the Sahel, governments increasingly rely on parastatal organizations to overcome the problems of lagging food production and rural poverty. This book examines the political and economic consequences of the efforts of one organization, Operation Riz-Segou in Mali, to increase smallholder food and cash crop production. Drawing extensively on fieldwork in Mali, the author finds that significant investments in irrigation facilities, financed by foreign aid, have not reduced the smallholder's vulnerability to the risks posed by weather and uncertain flood levels of the Niger River. The extension system discourages smallholder investment for long-term agricultural development because of its preoccupation with supervision and administrative control. Moreover, the Operation engages in many popular rural development activities—literacy programs, farmer training, women's artisanal centers—that give the facade of grassroots participation but in reality do not provide villagers a critically needed voice in local program administration. Comparing Operation Riz-Segou to similar parastatal agricultural development programs in the Sahel, Dr. Bingen discusses why only those policies deliberately designed and carefully implemented to share power with the majority of the people can lay the political and economic foundation required to overcome rural poverty and resolve the food crisis in the Sahel.

Book excerpt: The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. Book excerpt: This book examines current trends in customary land issues in Africa, focusing on the practice of converting customary land into leasehold tenure, particularly in Zambia. Since the enactment of the 1995 Lands Act No. 29 in Zambia, conversion of customary land has become a controversial policy, raising questions about the future of customary land and rural communities, and the role of traditional authorities in a changing environment. Alienating customary land into leasehold tenure has serious implications for local and national politics and gender dynamics. Analysis of these trends suggests that the policy of creating land markets on customary land is subjecting customary systems to the forces of change. However, governments that have adopted this policy have not, by and large, adopted measures to respond to these challenges. Although customary tenure is widely believed to be resilient, it is not clear how the customary system will navigate the current winds of change. Chapters in this book draw from the Land Use and Rural Livelihoods in Africa Project (LURLAP), a collaborative research project undertaken by staff and students at the University of Cape Town and the University of Zambia.

However, which research method or approach is best suited to a particular inquiry is frequently debated and discussed. Working Together examines how different methods have promoted various theoretical developments related to collective action and the commons, and demonstrates the importance of cross-fertilization involving multimethod research across traditional boundaries. The authors look at why cross-fertilization is difficult to achieve, and they show ways to overcome these challenges through collaboration. The authors provide numerous examples of collaborative, multimethod research related to collective action and the commons. They examine the pros and cons of case studies, meta-analyses, large-N field research, experiments and modeling, and empirically grounded agent-based models, and they consider how these methods contribute to research on collective action for the management of natural resources. Using their findings, the authors outline a revised theory of collective action that includes three elements: individual decision making, microsituational conditions, and features of the broader social-ecological context. Acknowledging the academic incentives that influence and constrain how research is conducted, Working Together reworks the theory of collective action and offers practical solutions for researchers and students across a spectrum of disciplines.

Slow-onset environmental changes, such as increasing rainfall variability and rising temperature, are presumed to worsen the livelihood conditions and to increase the out-migration from the affected regions. Based on qualitative and quantitative data from study areas in Mali and Senegal, this book examines the relationship between population dynamics, livelihoods and environment in the Sahel region, focussing specifically on motives for migration. Critiquing the assumption that environmental stress is the dominating migration driver, the author demonstrates the important role of individual aspirations and social processes, such as educational opportunities and the pull of urban lifestyles. In doing so, the book provides a more nuanced picture of the environment-migration nexus, arguing that slow-onset environmental changes may actually be less important as drivers of migration in the Sahel than they are often depicted in the media and climate change literature. This is a valuable resource for academics and students of environmental sociology, migration and development studies.

As the states of the region are too poor and weak to deal with this on their own, international support is needed. the current international emphasis on the G5 Sahel should change from a focus on more 'boots on the ground' to support for the development agenda of this embryonic international organisation. The Sahel needs a functioning regional framework and the G5 Sahel has some potential; but the only way to harvest this potential is to help fine-tune it to address the underlying causes of conflict. Improving security conditions in the Sahel is absolutely essential; but neither the inhabitants of the region nor the external stakeholders will find security exclusively through military means. The correct priorities must be set. And at the heart of this there must be an improvement in living conditions and a new system of governance that makes it much less possible for jihadist insurgents to appropriate local land-rights conflicts.
