Book excerpt: The objective of this report is to present results from the baseline survey conducted as part of the Implementer-Led Evaluation and Learning (IMPEL) evaluation of SPIR II, a randomized controlled trial launched in 2022. The second phase of the Strengthen PSNP Institutions and Resilience (SPIR) Resilience Food Security Activity (RFSA) aims to enhance livelihoods, increase resilience to shocks, and improve food security and nutrition for rural households vulnerable to food insecurity in Ethiopia. The RFSA is situated within Ethiopia’s Productive Safety Net Program (PSNP), one of the largest safety net programs in Africa. Funded by USAID’s Bureau for Humanitarian Assistance (BHA), SPIR II is implemented by World Vision International (lead), CARE, and ORDA in the Amhara and Oromia regions of Ethiopia. The IMPEL SPIR II impact evaluation employs an experimental design with three arms, comparing two treatment combinations of livelihood and nutrition graduation model programming provided to PSNP beneficiaries relative to a control group receiving only PSNP transfers. The treatment assignment is randomized at kebele level in 234 kebeles. In the first arm (the control group), PSNP is implemented by the government with SPIR II support for the provision of cash and food transfers only (no supplemental programming). In the second arm, SPIR II programming is rolled out to PSNP beneficiary households in conjunction with nurturing care groups (NCGs) targeting enhanced infant and young child nutritional practices. In the third arm, PSNP beneficiary households receive SPIR II programming and NCGs, supplemented with additional targeted cash grants to pregnant and lactating women.

Book excerpt: Accurate understanding of peoples’ livelihoods activities is needed to inform effective policy. Existing evidence relies heavily on studies that use designated respondents to provide information about their household members, imposing significant costs on these respondents along with possible distortions in the data. In rural Ghana, we randomize the order that household members are asked about and estimate that response fatigue leads to undercounting of labor activities by 8% on average. Women are twice as impacted as men while youth are four times as impacted as older adults, distorting both within-household and population wide comparisons. These biases result from women and youth being listed systematically later in rosters and stronger effects of fatigue for them, conditional on roster position. The implications of our results extend to other topics of enquiry as well, wherever similar repetitive survey structures are deployed, such as birth records, plot-level inputs, and household consumption and expenditures.

Book excerpt: Conventional agriculture, while providing mass-scale production of cheap and plentiful food, has extracted a massive toll on both the environment and humans. On the one hand, industrial agriculture drives 80 percent of deforestation, threatens 86 percent of the 28,000 species currently at risk of extinction (through habitat conversion and pollution), is responsible for significant loss of crop and genetic diversity and up to 37 percent of global greenhouse gas emissions (GHGE), accelerates land degradation and land-use change, and uses 70 percent of global water resources withdrawn. On the other hand, it has reduced nutrition outcomes for families and farming incomes due to impoverished soil and water health, reduced crop resistance to pests and diseases, and poor waste management. This unsustainable food production toll is further exacerbated by misaligned public policies and economic incentives. There is an urgent need to shift to more resilient farming systems capable of supporting smallholder farmers and ensuring that agriculture is a net positive contributor to nature. In 2021 the United Nations Food Systems Summit formally recognized nature-positive production as one of five critical pathways to sustainable food systems (Von Braun et al. 2023).

Current policies and wetland management are too frequently underpinned by a perspective that views agriculture simply as a threat and disregards its important contribution to livelihoods. In rural areas where people are entrenched in poverty, wetlands (in particular wetland agriculture) have a critical role to play in supporting and developing peoples' livelihoods. Furthermore, as populations rise and climate change takes grip they will be increasingly important. The authors argue that an approach to wetland management that is much more people focused is required. That is an approach that instead of being concerned primarily with environmental outcomes is centred on livelihood outcomes supported by the sustainable use of natural wetland resources. The authors stress the need for Integrated Water Resource Management and landscape approaches to ensure sustainable use of wetlands throughout a river catchment and the need for wetland management interventions to engage with a wide range of stakeholders. They also assess the feasibility of creating incentives and value in wetlands to support sustainable use. Drawing on nine empirical case studies, this book highlights the different ways in which sustainable use of wetlands has been sought, each case focusing on specific issues about wetlands, agriculture and livelihoods.

One of the significant threats to sustainable crop production across Eastern African countries is the increasing phenomenon of the introduction and spread of emergent pests. FAO Subregional Office for Eastern Africa (SFE), in collaboration, with the Centre for Agriculture and Bioscience International (CABI) undertook a survey and assessment to review the status of early warning, preparedness, and response capacities of NPPOs and agriculture extension services in the Eastern African countries. The survey involved a desk review of emergent pests, including insects, diseases, nematodes, and weeds. This report describes the status of their distribution in Eastern Africa, biological characteristics, description of hosts and symptoms on hosts as well as their economic importance and associated phytosanitary risks. The Intervention is designed to gather baseline information for developing fit-for-purpose initiatives to safeguard productivity and reduce vulnerabilities to shocks affecting food and nutrition security caused by pests and strengthen the relevant capacities of stakeholders to cope with these threats. The overall output is to develop a roadmap for surveillance, monitoring, and early response to emerging pests in Eastern Africa. Review of the existing plant protection acts and legislation; pest-listing activities for countries to develop lists of quarantine and non-quarantine pests and undertaking national contingency planning for prioritized pests are among the major recommended interventions.

Book excerpt: Between May and July 2018, the International Food Policy Research Institute (IFPRI) implemented a household-level survey in four areas of PNG: the Autonomous Region of Bougainville (South Bougainville near Buin), Madang (Middle Ramu near Kwanga Station), East Sepik (near Maprik) and West Sepik (near Nuku). The survey investigated the food systems of rural households and how they assure sufficient food to meet the nutritional needs of their household members. The household questionnaire for the survey focused on agricultural production systems and health outcomes and included modules on: production; consumption and expenditure; labor activities (farm and non-farm); nutritional status; and the experience of the survey households with recent agricultural production or other shocks that impacted their livelihoods. This report provides descriptive results from the survey and discusses key indicators and actions to improve agricultural systems and nutrition in PNG.
