Book excerpt: AIDS epidemics continue to threaten the livelihoods of millions of people in sub-Saharan Africa. Three decades after the disease was first recognized, the annual death toll from AIDS exceeds that from wars, famine and floods combined. Yet despite millions of dollars of aid and research, there has previously been little detailed on-the-ground analysis of the multifaceted impacts on rural people. Filling that gap, this book brings together recent evidence of AIDS impacts on rural households, livelihoods, and agricultural practice in sub-Saharan Africa. There is particular emphasis on the role of women in affected households, and on the situation of children. The book is unique in presenting micro-level information collected by original empirical research in a range of African countries, and showing how well-grounded conclusions on trends, impacts and local responses can be applied to the design of HIV-responsive policies and programmes. AIDS impacts are more diverse than we previously thought, and local responses more varied - sometimes innovative, sometimes desperate. The book represents a major contribution to our understanding of the impacts of AIDS in the epidemic's heartland, and how these can be managed at different levels.

Book excerpt: This in-depth qualitative study in Lesotho examines the impacts of linkages between the Lesotho Child Grants Programme (CGP), the second largest national social protection programme supporting poor households with children 0-17 years, and the Sustainable Poverty Reduction through Income, Nutrition and Access to Government services (SPRINGS) pilot project, implemented by Catholic Relief Services (CRS) through UNICEF and European Union financing. It explores impacts of these combined programmes – namely social assistance through cash transfer and livelihood support, both at the household and at the local economy level and examines in-depth the causal links and channels - the how and why – that create these impacts, particularly regarding the areas of interest of this study: economic security and resilience and nutritional knowledge, dietary practices and infant and child care, as well as operational features. The study aims to provide insight and understanding of combined programme benefits, drawbacks and processes to inform government policy and programme decisionmaking. This particularly of priority as government is on the cusp of revising and rolling out an expanded social assistance livelihoods programme, supported notably by the World Bank. This is an opportune form of analytical evidence to generate informed decisions at national level. It is of great value to government who has already indicated interest in the drafts’ findings. It will certainly inform a wider audience notably in Africa and also globally on benefits of multi-sectoral coordination approaches in poverty reduction efforts.

This impressive collection makes a major contribution to building the evidence base, drawing on rigorous analysis of social protection programmes in several African countries, as well as original research and thinking on key topical issues in the social protection discourse. Social Protection for Africa’s Children is divided into four parts. The first presents economic and human-rights based right arguments for social protection as an integral part of the social policy menu in Africa. This is followed by a part on targeting, which highlights some of the key policy trade-offs faced when deciding between alternative target groups. The third part presents rigorous quantitative evidence on the impact of social cash transfers on children from programmes in South Africa, Malawi and Ethiopia and the final part addresses a set of issues related to social justice and human rights. This book significantly advances existing knowledge about social protection for children in Africa, both conceptually and empirically. It makes a strong case for social protection interventions that address the short term (amelioration) and long term (structural) needs of children, and shows that programming in this sector for children is both feasible and achievable. Policy makers and practitioners in this sector will have, in this book, the theoretical and empirical evidence necessary to advance social protection for Africa’s children in the decades to come. Extreme poverty is regarded as the world’s greatest human rights issue. The UN Universal Declaration of Human Rights starts from the idea that all human beings are born free and equal in status and rights. Under the international human rights law, States are legally obligated to establish social protection systems for their citizens, especially the vulnerable and at risk. Social protection in Ghana assumes three main targets for poverty reduction; the first target looks at labour market interventions in terms of employment services, job training, and direct employment generation. The second target deals with social insurance that targets risk mitigation, disability, ill health, old age, health insurance, and the third target is social assistance that provides welfare and social services, cash or in-kind transfers, and subsidies. The interventions under these targets are either universal or targeted. This study is concerned with the right base of social protection for OVC and examines the impact and challenges of some social protection interventions. For this purpose, three categories of participants made up of 53 OVC, Caregivers, SP interventions and institutions as well as Non-Governmental Organisations (NGO) were selected across the two townships of Wa and Jirapa for the study through systematic random sampling. Close ended questionnaires were administered to the OVC and their care-givers, while open ended questionnaires were administered to managers of some selected SP interventions, SP institutions and NGOs. Cross-sectional design was used and purposive sampling technique was employed to sample out the two townships. Methodologically, the study applies qualitative and quantitative instruments of data collection.

The 14 chapters include a review of eight country case studies: Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa, as well as a description of the innovative research methodologies, political economy issues and good practices to design cash transfer programmes. The key objective of the book is to enhance the understanding of these development programmes, how they lead to a broad range of social and productive impacts and also of the role of programme evaluation in the process of developing policies and implementing programmes.

These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that the food security situation on the continent continues to worsen. For Africa, 20.4 percent of the continent’s population – 257 million people – are undernourished, up from 19.7 in 2016 – 241 million people. In sub–Saharan Africa, there are 237 million undernourished in 2017, up from 222 million in 2016. The worsening situation in Africa is due to difficult global economic conditions and, in many countries, conflict and climate-related disasters, sometimes in combination. Economic growth slowed in 2016 due to weak commodity prices, in particular for oil and minerals. Food insecurity has worsened in countries affected by conflict, often exacerbated by drought or floods, and in Southern and Eastern Africa many countries have been adversely affected by prolonged drought. Notably, several countries have achieved sustained progress in reducing food insecurity in the face of challenging circumstances. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets makes it imperative for countries to step up their efforts, if they are to achieve a world without hunger and malnutrition by 2030. The need for greater efforts also emerges clearly from the findings of the inaugural biennial review of progress in implementing the goals of the Malabo Declaration. In addition to specific food security and nutrition policies, this year’s report reviews four important cross-cutting topics, namely, youth employment, remittances, intraregional trade, and climate change. It highlights their interplay with the food system and their role in food security and nutrition. The thematic part of the report presents an evidence–based assessment of the threat posed by more frequent occurrences of climate extremes and rising climate variability to food security and nutrition in the region. Climate change in combination with poor development planning, poverty and environmental degradation increases the risk of a climate event becoming a disaster. A collective approach that combines climate change adaptation with disaster resilient development is an opportunity to address climate and disaster risks within the context of broader development goals.
