Book excerpt: What is the ideal force structure for a Littoral Combat Group? This thesis examines the threats posed in the littoral environment and recommends a mixture of surface combatants to reduce the risk to forces operating in a contested littoral environment. By examining the major amphibious campaign conducted by the British in the Falklands War, valuable lessons were extracted and applied to this hypothetical combat group. Further analysis was applied to the theoretical work of naval strategists who have considered how littoral warfare should be conducted. The result has been the development of counterarguments to some of the more widely accepted recommendations. This thesis concludes that the Navy and Marine Corps are currently not well prepared for littoral combat, but that the scales can be tipped toward success by feasible revisions to command arrangements and the embarked force structure.

Book excerpt: The Littoral Combat Ship (LCS) has been a controversial program from its inception, experiencing delays and cost overruns, not to mention severe criticism from elements of the national security community. Despite all this, every Chief of Naval Operations since Admiral Vern Clark has supported the program. To date, Navy attempts to defend the program have not succeeded in quieting the criticism, and the various technical and operational difficulties experienced by the first two examples have not helped matters. Perhaps the most serious objection to LCS is that the Navy charged into series production without having a clear idea of how the ship would be used. Undersecretary of the Navy Robert Work is known in Defense circles as a meticulous researcher who has a comprehensive grasp of Navy force structure and fleet architecture issues, stemming from his years as an analyst at the Center for Strategic and Budgetary Assessments. Secretary Work brings those same traits to bear in the preparation of this Newport Paper. In it he forthrightly chronicles the development of the LCS; not attempting to shy away from reporting on the program's vicissitudes nor trying to put a positive spin on Navy decisions along the way. Instead, he offers an informed view of how the logic behind LCS developed and evolved as the program progressed. As he so lucidly points out, LCS does not fit easily into the existing framework of Navy thought, and thus it is vulnerable to criticism by those who attempt to judge it by existing criteria. Secretary Work provides us with a better understanding of how LCS is to function in a networked battle force. While this explanation may not quiet all criticism, it at least brings much needed clarity to the story of how and why the LCS came to be. More than simply a history of the LCS program, this Newport Paper provides important insights into the dynamics of Navy programmatics and is therefore highly useful reading for anyone interested in understanding the Navy's acquisition process. In addition, and perhaps more importantly, if the reader pays attention to Secretary Work's discussion of how LCS might be used in "associated support" of a battle group, and thinks about it for a while, he or she will be rewarded with a glimpse of something that has been missing from the Navy's intellectual structure for a long time: naval operational art. Since at least the end of the Cold War, the Navy has organized its fighting capability into autonomous battle groups centered around aircraft carriers or amphibious ships. These "bubbles" of combat capability could be aggregated as they were in the three Middle East wars since 1990, but their aggregate capability was cumulative and did not propel the Navy into a qualitatively different mindset. Thus, as has been the case for most of its history, save World War II, the Navy has focused on tactics and on strategy, both of which it does rather well. The operational level, something that has been integral to Army doctrine since the 1980s, has been largely missing despite the efforts of the Naval War College to advocate its adoption. Introduction of the LCS, assuming the surface warfare community opens its mind to the full range of potential roles for smaller combatants, provides a practical basis for the development of a new naval operational art, oriented on combined arms.

The purpose of this thesis is to investigate the characteristics presented by operations in the littoral region and to examine the unique capabilities SOF provide the battle group commander in littoral operations. This thesis will then examine the degree to which mission success in littoral operations might be affected by the effective integration and use of SOF in conjunction with Naval Expeditionary Forces within the current naval carrier battle group command and control organization.

Book excerpt: This thesis uses an agent-based simulation model named EINSTein to perform an exploratory study on the feasibility of Using Littoral Combat Ships (LCSs) to augment or replace the current defenses of Expeditionary Strike Groups (ESG). Specifically, LCS's ability to help defend an ESGs in an anti-access scenario against a high-density small boat attack is simulated. Numbers of CRUDES (CRUiser, DEStroyer, Frigate) ships are removed and LCSs are added to the ESG force structure in varying amounts to identify force mixes that minimize ship losses. In addition, this thesis explores various conceptual capabilities that might be given to LCS. For example, helicopter/Unmanned Combat Aerial Vehicles (helo/UCAVs), Stealth technology, close-in high volume firepower, and 50+ knot sprint capability. Using graphical analysis, analysis of variance, and large-sample comparison tests we find that being able to control aircraft is the most influential factor for minimizing ship losses. Stealth technology is another significant factor, and the combination of the two is highly effective in reducing ship losses. Close-in high volume firepower is effective only when interacting with helo/UCAVs or stealth. 50+ knot sprint capability is potentially detrimental in this scenario. An effective total sum of CRUDES ships and LCS is between five and seven platforms.

The Navy has been developing two different LCS seaframes and plans to select one for production in 2010. Due to the small 78-person crew size ¿ 40 core crew, 23 for aviation detachment, and typically 15 for mission packages ¿ the Navy is developing new concepts for personnel, training, and maintenance. Book excerpt: The Commandant's Planning Guidance (CPG) provides the 38th Commandant's strategic direction for the Marine Corps and mirrors the function of the Secretary of Defense's Defense Planning Guidance (DPG). It serves as the authoritative document for Service-level planning and provides a common direction to the Marine Corps Total Force. It also serves as a road map describing where the Marine Corps is going and why; what the Marine Corps force development priorities are and are not; and, in some instances, how and when prescribed actions will be implemented. This CPG serves as my Commandant's Intent for the next four years. As Commandant Neller observed, "The Marine Corps is not organized, trained, equipped, or postured to meet the demands of the rapidly evolving future operating environment." I concur with his diagnosis. Significant change is required to ensure we are aligned with the 2018 National Defense Strategy (NDS) and DPG, and further, prepared to meet the demands of the Naval Fleet in executing current and emerging operational naval concepts. Effecting that change will be my top priority as your 38th Commandant. This CPG outlines my five priority focus areas: force design, warfighting, education and training, core values, and command and leadership. I will use these focal areas as logical lines of effort to frame my thinking, planning, and decision-making at Headquarters Marine Corps (HQMC), as well as to communicate to our civilian leadership. This document explains how we will translate those focus areas into action with measurable outcomes. The institutional changes that follow this CPG will be based on a long-term view and singular focus on where we want the Marine Corps to be in the next 5-15 years, well beyond the tenure of any one Commandant, Presidential administration, or Congress. We cannot afford to retain outdated policies, doctrine, organizations, or force development strategies. The coming decade will be characterized by conflict, crisis, and rapid change - just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. The Arab Spring, West African Ebola Outbreak, Scarborough Shoal standoff, Russian invasion of eastern Ukraine, and weaponization of social media are but a few recent examples illustrating the point. While we must accept an environment characterized by uncertainty, we cannot ignore strong signals of change nor be complacent when it comes to designing and preparing the force for the future. What is abundantly clear is that the future operating environment will place heavy demands on our Nation's Naval Services. Context and direction is clearly articulated in the NDS and DPG as well as testimony from our uniformed and civilian leadership. No further guidance is required; we are moving forward. The Marine Corps will be trained and equipped as a naval expeditionary force-in-readiness and prepared to operate inside actively contested maritime spaces in support of fleet operations. In crisis prevention and crisis response, the Fleet Marine Force - acting as an extension of the Fleet - will be first on the scene, first to help, first to contain a brewing crisis, and first to fight if required to do so. The Marine Corps will be the "force of choice" for the President, Secretary, and Combatant Commander - "a certain force for an uncertain world" as noted by Commandant Krulak. No matter what the crisis, our civilian leaders should always have one shared thought - Send in the Marines.
